Budget 2022: Winterlingen continues to reduce debts – Albstadt & surroundings

Winterlingen wants to invest 8.3 million euros in 2022 – and still not take out any new loans. On the contrary: the debt level continues to decline.

Winterlingen – Michael Maier is usually not known for pride. When the mayor presented the draft budget for 2022 at the latest municipal council meeting, a trace of it flashed. Because although the municipality of Winterlingen wants to invest 8.3 million euros in the next year, it is not planning any borrowing and is even further reducing its debts.



Since Michael Maier took up his post in 2010, the reserves have increased from 1.04 to 5.1 million euros and debts have decreased from 4.6 to 1.4 million euros. The fact that they will increase to 1.6 million euros by the end of 2022 is due solely to a loan for the in-house water supply. Double – that is, according to the new municipal budget law – the figures look even better: At the end of the year, the debts are still € 1,096,500 and will fall below the million mark by the end of 2022.

Things are progressing at secondary school

In 2022, 201,000 euros will flow into the remaining work to optimize the fire protection measures at the secondary school, which will cost a total of 540,000 euros. Fire protection passages were installed in the classrooms, two new small classrooms and a storage room for art lessons were set up, the multi-purpose room redesigned, the technical room relocated, a fire protection staircase built outside, new floors laid, additional classrooms created through the renovation, sanitary rooms renovated and additional workplaces in the PC -Room furnished. The painters were also there. What is still missing are the conversion of the lighting to LED, soundproofing, air conditioning and the installation of new PC technology.

140,000 euros for the renovation of the multi-purpose hall will also be due in 2022, the remaining 230,000 euros have already been spent: for the replacement of the windows, the wall cladding with impact protection on the stage, the emergency exit doors, the ceiling insulation and the conversion of the lighting to LED as well the improvement of heating and ventilation control.

A lot of new technology is needed in the indoor swimming pool

The renovation of the indoor pool, which costs around 650,000 euros, has been completed, the pool lined with PE film, the pool connections renewed, the concrete and lifting floor technology renovated, the control technology replaced, a softening system installed, the pay machine replaced, the control system for the filter technology and the circulation pumps have been replaced. The renewal of the ventilation and fire dampers are still in progress.




Maier brought good news with him about the senior living area over 50: 14 building sites at a price of 110 per square meter are gone, the development cost around 500,000 euros.

The citizen does not see some costs

As a member of the Schmeietal wastewater association, Winterlingen will face high costs that the citizen does not see. This year the electrical engineering of the wastewater filtration was renewed for 380,000 euros. In the next two years, the Winterlingers will be there at a cost of 2.5 million euros.

In the Scher-Lauchert wastewater association, which is responsible for Benzingen and Harthausen, construction costs of 1.6 million euros will be incurred in 2022 for the renovation of the company building at the Veringendorf sewage treatment plant. Winterlingen’s share is 320,000 euros.

In the results budget, ordinary income of 16,132,101 euros is set against ordinary expenses of 15,892,270 euros, leaving a result of 239,831 euros.

Much income increases

Significant income will increase in the next budget compared to 2021, including the income tax portion from 3.6 to 3.8 million euros, the key allocations from the state from 2.7 to 3.6 million euros. In terms of trade tax, the municipality expects income of 1.3 million euros – more than in 2021. Of course, personnel costs will also rise from 3.8 to 3.9 million euros, building maintenance by 920,000 to 360,650 euros, and deficiency amounts for fire protection to 298 434, for kindergartens to 1.08 million euros, for swimming pools to 429,869 euros, for sports facilities to 620,720 euros, for cemetery operations to 98,811 euros. The shortage for school operations drops from 715 884 to 710 301 euros. The surcharges on land, the district and trade tax will also increase.

The payment surplus in the financial budget is a good one million euros – according to the cameralistic method, Maier could have spoken of the transfer to the asset budget and admitted that he occasionally still thinks according to this type of calculation. Interest expenses are still a good 50,000 euros, the loan repayment amounts to 127,000 euros.

The streets devour large sums of money

The streets devour a lot of money once again – just for entertainment: 32 142 linear meters are maintained in Winterlingen, 9475 in Benzingen and 12 812 linear meters in Harthausen, which, according to Maier, corresponds to the ratio of the population.

What are the biggest investment items? 285,000 euros will be used for the purchase of the property, 65,000 euros for the meeting place for a wedding room, an event room and the new vestibule, 15,000 euros for setting up a youth club at Wilhelmstrasse 12, 65,000 euros for the building yard, 73,000 euros for the Fire Department. 62 100 euros to the Harthausen elementary school and 88 250 euros to the Winterlingen elementary school.

Three million euros for broadband expansion

The community is investing 297,980 euros in the secondary school, 2700 euros in the library, 10,500 euros in the Steigleweg kindergarten, and 38,000 euros in various measures in the outdoor pool in the multi-purpose halls a total of 367,000 euros, including 224,500 euros for the renovation of the Benzinger Halle, in the Realschule stadium 15,000 euros, in the Benzinger Sportheim and the Harthausen sports field each 8,000 euros, in the “Zimmerplatz” Harthausen sports field 31,000 euros, in the renovation of the 14th Helper Chapel 202,000 euros, the amount of the grant being from Monument funding has not yet been determined, a good three million euros in the broadband expansion, and 300,000 euros in the expansion of Hauptstrasse and Juhestrasse Harthausen alone. The expansion of the Riedern building area is estimated at 965,000 euros, the expansion of Weinstetter Straße with 574,000 euros, the expansion of the Hägnau building area with 742,000 euros, and the renovation of bus stops – keyword: accessibility – with 150,000 euros. In addition, there are smaller four to five-digit amounts for forestry, field path construction, marketing and the acquisition of land.

The sauna extension has been waiting for ages

Kämmerer Bodo Erath has to plan a whopping 550,000 euros for the first installment for sewer rehabilitation, which is due under the self-control ordinance – the municipality has to regularly check and seal its sewers. To increase the attractiveness of the indoor pool, the municipality is planning a sauna extension, which will cost 93,400 euros, but has been planned for a long time and has been postponed again and again.

Maier also counted it among the desirable measures such as an artificial turf sports field at the secondary school, the renovation of the medical center at Wilhelmstrasse 12, the renovation of the main building of the Steigleweg kindergarten, the redesign of the outdoor pool area as well as the continuation of the cultural events – and the further reduction of debts .

Maier classifies the further development and development of building land, broadband supply, flat roof renovations at the Winterlingen elementary school and the expansion or renovation measures in the streets Sommerstraße, Finkenweg, Im Kai, Bitzer Weg, Lehrweg, Römerstraße, Veremmenorfer Straße, Oststraße, Kreuzgasse, as necessary measures. More babies are winterling

As for the birth rate, the number of 58 – as of St. Nicholas Day – in 2021 is closer than usual to the number of deaths, which was 68 by December 6. In 2020 there were 50 births compared to 73 deaths, in 2019 the ratio was 42 to 63. So far 35 children have been born this year in Winterlingen, 14 in Harthausen and nine in Benzingen.
