Avian influenza: creation of management zones and measures in the Puy-de-Dôme

An outbreak of highly pathogenic avian influenza (HPAI) has just been confirmed yesterday in a farmyard in the town of Flayat, in the Creuse department.

To avoid any risk of spreading the virus to other commercial or non-commercial farms, regulated areas have been established:

• a protection zone (ZP) of 3 km, covering only the department of Creuse;

• a 10 km surveillance zone (ZS) covering 3 Puy-de-Dôme communes;

• an additional restricted area (ZRS), within a radius of 20 km, involving 13 municipalities in the Puy-de-Dôme department.

The communes of Puydomoise affected by the 10 km zone are: FERNOEL, GIAT and VERNEUGHEOL.

The municipalities affected by the 20 km zone, in addition to the three municipalities mentioned above, are: BOURG-LASTIC, BRIFFONS, LA CELLE, CONDAT-EN-COMBRAILLE, HERMENT, LASTIC, MESSEIX, PUY-SAINT-GULMIER, SAINT-AVIT, SAINT -ETIENNE-DES-CHAMPS, SAINT-GERMAIN-PRES-HERMENT, SAUVAGNAT, VOINGT.

Within these perimeters, all places where poultry and captive birds are kept are subject to specific requirements. In particular, the movement of poultry and other captive birds is prohibited, except for exceptions granted by the Departmental Directorate for the Protection of Populations (DDPP). Supervision is also strengthened by carrying out self-checks made mandatory by prefectural ordinance.

The Surveillance Zone (ZS) is in effect for a minimum of 30 days and will be maintained until the situation stabilizes. The additional restricted area (ZRS) is revoked on the same day as the surveillance area.

In general, and in order to limit the spread of the virus, which can have significant economic and food sovereignty consequences, all operators in the poultry sector and private individuals are reminded that the level of epizootic risk against HPAI is it has moved to a “high” level since last November 11th. This situation leads to the application of enhanced prevention measures for poultry farms and yards throughout metropolitan France.

For all actors in the sector, it is a question of strictly complying with biosecurity measures (especially shelters), throughout the department and remaining extremely vigilant to prevent the virus from entering farms through wildlife, human activities. It is also a question of avoiding its spread among farms. The same recommendations apply to private owners of backyard and ornamental birds.

State departmental services will be required to carry out checks on compliance with the applicable measures due to the increased level of risk. A reduction in compensation will also be implemented in the event of non-compliance by farmers with current regulations.

Monitoring of wild bird mortality is also being strengthened and the discovery of dead wild birds should be reported to:

We remind you that this virus is not transmissible to humans, either by contact with birds or by consumption of meat or poultry eggs.
