At the municipal council of Draguignan, the motion on support for the local economy is debated

With only one deliberation on the city council’s agenda, everything suggested on Thursday that the meeting would be dispatched in a few minutes. It did not happen.

In the absence of Mayor Richard Strambio, the first deputy Christine Premoselli led the debates after reading the exceptional free measures in the context of the Covid-19 epidemic (1).

If the initiatives are recognized as essential by the majority and the opposition, the fact remains that the subject did not go like a letter in the mail.

The initiative does not pass

Defended by the backbench since last summer, these initiatives have taken too long, according to Mathieu Werth.

The elected member of the “Draguignan Plus Loin Ensemble” list did not hide his incomprehension concerning the general interest motion, tabled three weeks ago, for the help and support of the local economy.

“This was kindly refused to us, the mayor indicating that it would be mentioned during this council. Today, this is not the case. We are wasting time,” he blurted out a little exasperated.

“It concerns aid (up to 10,000 euros) in favor of business leaders”.

Proposals described as “virtuous and of good will” by Christine Premoselli but “already implemented at the scale of the agglomeration”.

The latter said “go further than this obsolete motion”.

And to conclude that “We will have to be stronger than divided (…) Show adaptability to imagine our territory of tomorrow. Coherence, cohesion, coordination”.

Jean-Bernard Miglioli (opposition LR) in turn tried to defend the idea of ​​exceptional financial assistance.

“The community has its place to help local businesses in difficulty.”

The elected LR indicating that this possibility is presented “through the territorialization of aid, a novelty, because our communities could not target businesses in their territory, it was the spirit of the decree of June 20”.

Additional aid intended for companies benefiting from the second component located in their territory. “It is urgent to launch, as of now, an economic stimulus fund through exceptional financial aid intended to support our businesses, companies, businesses, with the help of the Banque des Territoires, Agglo and the Region”, he hammered evoking a probable new confinement after the end of the year holidays.

But the proposal only aroused the irritation of the first deputy.

“Where were you during the first confinement?”

“You speak to us as if we were not the elected representatives of the majority, in place, constantly on the ground. We are still in controversy.”

And to question: “Where were you during the first confinement? Did you hear from the municipal team? You were absent while the room was open.”

While Mathieu Werth tried to indicate that at that time the new council was not installed, unease spread throughout the ranks, majority and opposition.

It did not diminish after the intervention of Jean-Daniel Santoni. The elected LR requesting an extension of the exemption from the payment of rents, on commercial and craft premises, to the spring confinement period and for which the rents were only postponed. In vain…

Several deputies then defended their actions, denouncing “an attempted political coup by the opposition”.

Others have tried to ease tensions. “We must not overbid, there is a host of measures with the state. We can fill the holes in the racket. The idea is interesting but does not concern the town hall but the Agglo”, agreed François Gibaud, finance assistant.

Very surprised by the reactions aroused by his speech, Jean-Bernard Miglioli insisted: “there was no criticism of the actions taken but a willingness to participate in order to improve certain points”.

At the end of a very pathetic debate, once the deliberation was voted unanimously, two deputies came to discuss with the opposition.

One of them acknowledging with a hint “the deviations” of his colleagues …
