The tax authorities brought tens of thousands of families in serious financial problems through a tough rule: anyone who makes a mistake with childcare allowance, must not only repay the amount received in excess, but everything.

But the Tax Authorities wanted to get rid of that rule in 2014, but not the Ministry.
Don’t intervene
Civil servants rang the bell at Asscher and Wiebes, but they decided not to intervene. According to FTM, in a conversation that the top of the Tax Authorities had with the top of the ministry, it was clearly stated that the rule would not be amended. Minister Asscher then repeatedly defended hard policy.

The fault of the parents in this case was the payment of the personal contribution. Childcare allowance may never cover one hundred percent of the costs: parents must pay their own contribution.
Minor amounts
In some cases, daycare centers offered to pay the parents’ own contribution. In this way they tried to win customers. Parents with a low income are the minimum amounts.
But even in those cases, the rule is hard: the parents do not pay a personal contribution and so they are not entitled to a supplement. As a result, parents received a recovery of the entire amount, often tens of thousands of euros, while they had made a mistake for an amount of a few hundred euros or at most a thousand euros.
