Seven men were arrested by the Directorate General of Internal Security (DGSI), Monday January 20, 2020, in Finistère. They are suspected of planning a terrorist attack and have been placed in police custody.

After identifying a 30-year-old trader from rue Jean-Jaurès, in Brest, already condemned for condoning terrorism in 2018, and a 16-year-old high school student, the son of another trader in Brest, the profiles of the other people arrested were refined.

Do we know more about the other people arrested on Monday?

Yes. Two Tunisians are currently in police custody.

Another man is said to be a Syrian, with refugee status.

Where did the arrests take place in the department?

According to our sources, the interventions took place in Brest, in the Pontanézen district and in rue Jean-Jaurès. But also in Guissény for one person, in Loc-Eguiner (canton of Ploudiry) for another and in Relecq-Kerhuon, where the arrested man threatened the police with a saber.

Where do police custody take place?

The police separated the seven men while in police custody. These take place at the police stations of Brest, Quimper and Morlaix.

What will happen next?

The DGSI has 96 hours to question them, in the framework of a letter rogatory issued by an investigating judge, himself seized by the national anti-terrorist prosecutor’s office. The criminal investigation is opened for association of criminals with terrorist and criminal aims. The police custody should end on Friday 24 January 2020 in the morning.

However, all could be transferred to the headquarters of the DGSI, in Levallois-Perret (Hauts-de-Seine), as of this Wednesday, January 22, 2020.

Were they filed S?

Yes, for some and they were being followed up for their membership in the radical Islamist movement, we learned from sources close to the investigation.

Form S (for State Security), is a system for tracking an individual who may pose a serious threat to public safety or state security. It does not prejudge the dangerousness of file S and does not in any case allow his incarceration outside of a judicial decision.

Why this intervention?

“We were not facing an immediate act, but we were in a process where we had to intervene, confides a source close to the investigation. The profiles of these people are clearly established: we are dealing with radicalized people. But we are in a state governed by the rule of law and therefore it is necessary to have judicial facts to act. “
