On the morning of November 16, the Supreme People’s Procuracy investigation agency executed an arrest warrant for Mr Bailiffs Hoang Thi Van Anh of the Judicial Judgment Department of Ngo Quyen District, Hai Phong to investigate the crime of irresponsibility causing serious consequences.
Previously, the Supreme People’s Procuracy Investigation Agency accepted and investigated the criminal case of violating regulations on asset auction activities, according to the decision to prosecute criminal case No. 61 dated May 16, 2023 of the Government. Police investigation agency of Hai Phong police.
According to information from Hai Phong police, from September 8, 2022 to September 11, 2022, Hai Phong police received a complaint about violations of the Auctioneer of the Asset Partnership Auction Company. Dong Do (Dong Do Company) in the process of organizing the auction of the ship Hai Thang 18 – is an asset distrained to ensure judgment enforcement by the Ngo Quyen District Judgment Enforcement Branch.
The investigation process found that the behavior of executor Hoang Thi Van Anh in signing a contract with Dong Do Company was that the company was not qualified to organize an auction. At the same time, signing a contract with a port that is not qualified to anchor the Hai Thang 18, not surveying the mooring rental price, and paying the port rent to anchor the Hai Thang 18 exceeds the number of days compared to the contract and the additional costs. Contract failure (exceeding 65 days) caused a loss of 1.3 billion VND.
Executor Hoang Thi Van Anh also had irresponsible acts in inspection and supervision during the process of Dong Do Company organizing the sale of documents and auction of assets, leading to violations of the law, causing damage 3 98 billion VND in the 1st auction of Hai Thang ship 18 times.
The actions of executive officer Hoang Thi Van Anh constitute a crime of irresponsibility causing serious consequences.
In addition to executive officer Hoang Thi Van Anh, the Supreme People’s Procuracy’s investigation agency also decided to prosecute the defendant and temporarily detained Luong Minh Tuan (34 years old, in Van My, Ngo Quyen, Hai Phong) for violating the laws of Vietnam. regulations on asset auction activities for further investigation and clarification.
