AADE: The debtors of the Tax Office are on the verge of confiscations – Suffocating pressure – 2024-05-06 17:17:16

With overdue debts to the tax office having shot up over 107 billion euros, AADE has launched an “attack” with the aim of collecting at least 5.8 billion. euros from old and “fresh” tax debts.

The pressure is expected to be suffocating for more than 2 million debtors who will find themselves in the grip of bank account, rent, wage and pension garnishments and asset freezes. 7 out of 10 debtors or 70% of those who have open accounts with the tax office are under the “sword of Damocles” of the forced collection measures.

Complete collection strategy

Collecting as much revenue as possible from the huge pool of arrears is a key priority for AADE. As indicated in the AADE Business Plan, in 2024 a comprehensive collection strategy is activated, aiming to increase the revenue from overdue debts by improving both voluntary compliance, through appropriate and timely information of taxpayers, and the management of overdue debts, through prioritization using risk analysis criteria, periodic assessment of debtors and use of the Eispraxis system. At the same time, a process of central control of conditions for compliance with the regulations and liquidation of the regulations that do not meet the conditions for compliance is being launched.

The goals

On the front of overdue debts, the planning of the AADE provides for:

1. Collection of an amount of at least 2.8 billion euros against old overdue debts of the taxpayers.

2. Collections of the Operational Collection Unit (WE) from large debtors and targeted actions of at least 700 million euros.

3. Collections of 28 million euros against the total overdue debts to the Customs Administration.

4. Collectability of 32% on the new overdue debts of the taxpayers.

5. Characterization of 380 million euros from the overdue debts of the taxpayers as uncollectible. It is noted that out of the 107.180 billion euros of total overdue debts, 80.859 billion euros can be classified as receivables, since 26.321 billion euros are considered uncollectible.

6. Processing of Extrajudicial Mechanism debt restructuring applications n.4469/2017 and n.4738/2020 by EMEIS.

7. Assessment of Overdue Debt Debtors on a periodic basis.

8. Centralization of certification and collection in Thessaloniki (KEBEIS).

9. Inclusion of the Customs Services in the Electronic Seizure through the Eispraxis system.

10. Interoperability service in municipalities for digital engagement and de-engagement of awareness.

11. Expansion of the digitization of the tax refund circuit – Interoperability with EFKA / IDIKA.

12. Implementation of the requirements arising from the legislative framework of Law 4738/2020 (A’ 207) “Debt settlement and second chance provision and other provisions”, regarding the “Extrajudicial Debt Settlement Mechanism”.

13. Gradual increase in the percentage of collections against actual overdue debts of the Tax Administration.

14. Gradual increase in the percentage of collections against immediately receivable claims of the Customs Administration.

15. Percentage of debtors subject to forced collection measures by the Tax Administration 70% (refers to debtors for whom the Tax Administration may take measures).

16. Percentage of debtors under compulsory collection measures of the Customs Administration 70% (refers to debtors for whom the Customs Administration may take measures).
