The negotiating teams of PNL, PSD and UDMR met on Thursday at the Parliament to discuss other areas of the government program, namely work, health, culture and research.

UPDATE ora 15:40 – The negotiations of PNL, PSD and UDMR, for the formation of the future government and of the new parliamentary majority were blocked in the social chapter, regarding the income increases, the introduction of new taxes, but also regarding the way the prime minister of this political alliance will be elected . All differences will now enter the debate of the political negotiation team, made up of party leaders. In order to finalize, on Friday at the latest, the governing program, a discussion will take place with the president Klaus Iohannis, political sources specified for News.ro.

UPDATE ora 15:18 – Political sources say that this afternoon, at the latest tomorrow, the presidents of the three parties (Cîțu, Ciolacu and Kelemen) will have a meeting with President Klaus Iohannis, in which the name of Nicolae Ciucă prime minister will be informally agreed. And on Sunday or Monday, at the latest, it will be validated in BEx PNL, so that President Iohannis can make the appointment as soon as possible next week.

UPDATE ora 14:00 – In today’s negotiations, PSD and PNL reached an agreement on European funds and Health. In Finance, Labor, Justice and Agriculture, however, they did not reach a common denominator, so they will go to negotiations on a political agreement, in which only those in the party leadership will discuss. After finishing all the chapters, Florin Cițu enters into direct discussions with Marcel Ciolacu and the others in the leadership, today, before the government meeting at 18:00.

UPDATE ora 13:10 – Related to the law on the green certificate, PSD wants to introduce an amendment that provides free testing for 60 days for employees (rapid tests), and after 60 days will leave access only with proof of vaccination, proof of illness or testing on everyone’s money. According to some sources, the Liberals would agree with this proposal, but it remains to be seen whether it will be 60 or 90 days.

UPDATE ora 12:30 – On Friday, at 11:00, a meeting of the PNL Executive Bureau will take place. It will discuss the proposal to exclude Ludovic Orban, the possibility that the position of prime minister will rotate with PSD and UDMR, but most of the Liberals do not support this. At the same time, the Liberals would also discuss the prime minister’s proposal.

UPDATE ora 12:15 – Rareș Bogdan specified that the liberals want “exclusively” a prime minister from this party, Florin Cîţu being the prime minister’s proposal. The Liberal stressed that the establishment of a government in a name will not be blocked.

UPDATE ora 11:40 – The first vice-president of PNL Rareş Bogdan declared, on Thursday, at the Parliament, that all the measures of salary increases, pensions and allowances, proposed by PSD, reach 26 billion lei, money that does not exist at the moment, but PNl is willing to increase pensions by 10 or 11%.

UPDATE ora 11:30 – The second round of government negotiations has begun. At the moment, the discussions are at the level of the Ministry of Labor, regarding the allowances, pensions and salaries. Then, it will continue with Health, a cup in which the negotiations will focus on Culture and Research.

At the same time as the talks on the Ministry of Labor, other negotiating teams will try to reach a common denominator for Justice and Finance again.

On Friday, the three parties want to finalize the governing program and the structure of the Government, and this weekend, the statutory forums will validate the new governing formula.

President Klaus Iohannis is expected to call the parties to consultations early next week, and the vote in parliament is wanted by the Liberals and Social Democrats no later than Wednesday.

Wednesday, PNL and PSD they had negotiations on the economic chapter of the governing program, where there are also the most discrepancies between the visions of the two parties. PSD wants increases in pensions, salaries and allowances, as well as the introduction of progressive taxation in Romania, while the Liberals say they will not give up the principle that taxes will not increase.

Equally heated discussions on labor and health are expected on Thursday. PSD has a number of proposals for pandemic management, aimed at extended testing and vaccination.

The Social Democrats will reanalyze the restrictions and immediately strengthen the health system’s response capacity, by setting up at least 1,500 ATI beds in 30 days, additional emergency stocks and attracted human resources.

PSD also says that it wants to support the vaccination campaign, through an honest approach towards the population, and that coercion should not be imposed demagogically by various legislative artifices. Therefore, it is proposed to rethink the concept of the information campaign on vaccination, its adaptation for various social categories, but also depending on the areas of the country (rural-urban).

And in terms of work, the subject of income increases will reopen. PSD demanded the immediate application of Law 127/2019 with the indexation from December 1 of all pensions by 11% and the increase of the minimum social allowance by 200 lei to 1,000 lei / month, as well as the increase of child allowances from December 1, 2021 at the level established by Law 14/2020.

PNL, through the voice of Florin Cîţu, announced that it is impossible for these revenues to increase from December 1, because these amounts do not appear in the 2020 budget.

Cîţu showed that there are discussions about the increase of pensions, the increase of salaries, the increase of allowances.

Regarding the indexation of pensions, Cîţui pointed out that no indexation can be made from December.
