A heavily intoxicated driver tries to buy back 200 euros from a fine

On Monday State Police (VP) law enforcement officers stopped a Volkswagen driver who was under the influence of heavy alcohol – more than two per mille were exhaled – and drove a vehicle without a license, and tried to offer a bribe of 200 euros to avoid liability.

Criminal proceedings have been initiated against the mentioned violations, the portal “Delfi” found out the VP.

The VP informed that at around 20.30 information was received that a vehicle had left the parking lot of a sales place in Riga, Ulbrokas Street “Volkswagen Passat ‘driver who may be under the influence of alcohol.

The VP was located near the specified address Traffic employees of the Special Tasks Division of the Security Board, who recorded the moment when the said vehicle left the parking lot.

Law enforcement officers decided to stop the vehicle. The driver initially refused to give his name and personal details to the police, stating that he did not have any identity documents with him.

The police asked the driver to come to the police car for an explanation, but at that moment the man repeatedly said that “something could be discussed”. Law enforcement officers pointed out that bribery was a punishable act, but it did not stop the man from offering 200 euros orally again.

Law enforcement officers indicated that he is being detained and will be placed in a temporary detention facility for attempted bribery.

Upon hearing this, the man fled, but a few meters later the police stopped him.

Police officers from the Patrol Police Department were recruited to take the man to further proceedings.

After a while, the detainee named his personal data and it was found out that the man, who was born in 1991, had been driving a vehicle without the right to drive a vehicle – he had already been deprived of driving under the influence of alcohol.

Due to a strong alcohol-induced odor from the driver, an alcohol test was performed and it was found that the man was driving under the influence of alcohol at 2.67 per mille.

The man, who was born in 1991, is currently in temporary custody.

In connection with the mentioned violations, criminal proceedings have been initiated, which are qualified according to three sections of the Criminal Law.

Namely, according to Section 323 (1) of the Criminal Law, namely for offering a bribe to a public official to perform or not to perform an act in the exercise of his or her official position. The perpetrator of such a criminal offense shall be punished by imprisonment for a term not exceeding five years or by temporary deprivation of liberty, or by forced labor, or by a fine.

Criminal proceedings are also qualified according to Section 260 (1) of the Criminal Law on driving a vehicle if there is no right to drive a vehicle and if the driver is under the influence of alcohol.

Criminal proceedings have also been initiated pursuant to Article 312 of the Criminal Law on evasion of enforcement of a court decision imposing an obligation to perform certain acts following the imposition of a procedural sanction or penalty for non-compliance with the ruling.
