The Immuni app is mandatory for local health authorities (and Conte plans to impose it on citizens as well) – Corriere.it

Sunday 18 October, on the occasion of the presentation of new Dpcm to contain the coronavirus, the Prime Minister Conte did not mention Immune, deciding not to take the opportunity to raise awareness among the regions and citizens on the need to integrate the app into the health system and download it.

In both cases, however, there are two new features:
the first is contained in the Dpcm, which “in order to make contact tracing more effective through the use of the Immuni app” obliges the health worker of the Prevention Department of the local health company, by accessing the central Immuni system, to upload the key code in the presence of a positive case ». What does it mean? Reiterating what is expected from the circular of the Ministry of Health of 29 May, the decree forces loading in the system of the code generated by the app of those who discover they are positive, is equipped with Immuni and decides to communicate it to notify the users with whom they have been in contact in the previous 14 days. The rule clarifies that the health worker of the Prevention Department of the Asl, Ats or Usl (the name varies according to the Region) must take care of it, thus trying to plug the inefficiencies that have emerged in recent weeks. For example: the Courier of the Veneto he had found out that the entry of the codes on 13 October was not yet operational in Veneto and users from Liguria, Lombardy and other regions had reported that they had not found interlocutors able to upload the code after attempts with a general practitioner, local health authorities and call centers Immune.

The idea comes from the political leader of the 5 Star Movement, Vito Crimi, and undermines one of the cornerstones of the entire operation: voluntariness, also required by the European Commissiona. If the Government were to really decide to impose the download of Immuni it would also have to somehow take charge of the citizens who cannot download it because they do not have an adequate smartphone (those prior to 2015, including the iPhone 6). Will it encourage the purchase of new smartphones? Will distribute alternative devices, such as those made available in Singapore? And again: how will it verify compliance with the obligation? Will the use of Immuni correspond to circulation restrictions? Or will only those who download it have privileged access to the swab? The questions are the same as last April. Today we have more than double the daily positives and the renewed awareness that if the entire system – entering the codes and training the staff who must deal with them, the tampon is available after 10 days for those who have received the notification and are asymptomatic (otherwise the isolation is 14 days) – it doesn’t work the app is a blunt weapon.

Meanwhile, the technical operations that will allow Immuni to exchange codes with apps have been completed German e Irish. Since last Saturday, Immuni has been connected to the European Commission system that will drive the circulation of data in Europe. L’update is imminent (it will be up to us to download it and we should have it done already today), as is the formalization of the operation. Those who download and activate or update the application will be able to report that they are moving to a certain country, so as to be notified if they have crossed a positive while traveling or to alert those who have been close to them even abroad in case then discover positivity a Sars-Cov-2.
