Regions, will not be able to ease the prohibitions
The dates and methods of reopening will be valid for the whole national territory. This does not mean that the Regions will not play a role because they will be able to keep certain sectors closed. However, the Regions will not be able to open multiple sectors or anticipate some restarts. The power of the prefects to authorize restarts of individual companies will remain, depending on strategic or particular needs. The entire plan will revolve around the contagion index (the now famous factor R0) which, not surprisingly, has today been indicated Region by Region by the Istituto Superiore di Sanità.

Certification, only for travel between regions
The retirement of the self-certification is finally glimpsed. It will no longer be necessary to leave the house but should only be used if you have to go to another region. This type of travel can be done for a while longer only for work or health reasons. If the infections do not go up, the self-certification for infra-regional travel could also be abolished in late May or early June. This decision would allow many families to be able to use second homes.

Shops and bars operating from mid-May
Many production activities have reopened alongside the food supply chains (and related plastics) and pharmaceuticals that have never closed. From 4 May, many construction sites will start working again and each company will have to have a sort of “safety license”: sanitization of the rooms, masks, safety distance, temperature measurement at the entrance (optional), canteen shifts and coffee machines. And the service sector (offices, banks, insurance companies, etc.) will have to resort to smart-working (remote work) massively.

Monuments, ticket offices being restarted
From mid-May, museums and libraries should also reopen. Particularly strict rules will apply for these sectors: limited admissions to keep the distance between people and mandatory masks (in some regions even gloves). Public enemy number one will be overcrowding. Rule that will apply especially for public transport for which very strict rules will be triggered: buses and metros will not be able to transport more than 50% of the total number of passengers that can be transported with the maximum capacity.
