The court rejected the petition of the prosecutors, who asked to send the official to the pre-trial detention center. Popovskaya is one of 16 defendants in the case of illegal acquisition of land in Odessa and legalization of income.
The court imposed a number of obligations on her: to arrive at the first request to the detectives, the prosecutor, to the court; not leave Odessa without the permission of a detective, prosecutor or court; inform the prosecutor, detective and court about the change of their place of residence; refrain from communicating with witnesses and other suspects in the case, as well as deposit a passport to detectives.
The obligations are valid until December 12.
On October 11, a measure of restraint in the same case was chosen for the mayor of Odessa, Gennady Trukhanov. His set a 30 million bail.
October 6, 2021 detectives of the National Anti-Corruption Bureau handed suspicion Trukhanov and three other officials of the Odessa City Council in connection with abuse of office and participation in a criminal organization. The actions of the suspects are qualified under Part 1 of Art. 255 (creation or participation in a criminal organization) and Part 2 of Art. 364 (abuse of power or official position, causing grave consequences) of the Criminal Code of Ukraine.
According to the investigation, the members of the criminal organization, in collusion with other persons, developed a mechanism for the illegal seizure of the money of the local budget and the land of the territorial community of Odessa for its transfer for construction. Because of these actions, as reported in NABU, during 2016-2019, the community lost at least six land plots with a total area of 15.9 hectares, and officials illegally spent UAH 131 million from the local budget. The total amount of damage in these episodes, according to the results of the examination, is UAH 689 million.
The Prosecutor General of Ukraine Irina Venediktova announced on October 6 that signed five suspicions within the framework of the investigation of criminal proceedings on the seizure of land in Odessa. Among the suspects – the mayor of the city, a number of city officials and “one well-known Odessa citizen, whose role was carefully studied by the investigation, so as not to make a mistake and not miss anything.”
According to sources “Interfax-Ukraine” and “Today”, the “famous Odessa citizen” is a businessman Vladimir Galanternik, who owns a number of real estate objects in the city, and whose NV called the “gray cardinal” of Odessa… In addition, according to Interfax-Ukraine, the director of one of the departments of the Odessa City Council, the former prosecutor of the Odessa region, Oleg Zhuchenko, and two deputies of the Odessa City Council of the 7th convocation – the heads of the standing commissions of the city council, were suspicious.
Trukhanov and 11 other people, including officials of the Odessa City Council, also appear in the case of damaging the city’s budget – on the purchase of the building of the Krayan plant. In 2019, the Malinovsky District Court of Odessa found not guilty Trukhanov and other suspects in this production, SAP appealed, and in 2021 the Supreme Anti-Corruption Court overturned the acquittalby sending the case for reconsideration to the first instance of the VAKS.
