Finally the driving schools are allowed to teach again, but now they have to deal with bureaucratic adversity. This also affects their students, especially those in the country: At present, TÜV Süd only offers theoretical exams in Würzburg and Aschaffenburg, which can mean traveling up to 70 kilometers and more. The TÜV has also introduced a new payment system. Both cost the test candidates and the driving schools time and nerves, complains, for example, Jürgen Feser from the driving school of the same name in Gemünden. Coming to Würzburg for examination from a Spessart village by public transport is “half a trip around the world”.
The State Association of Bavarian Driving Instructors is aware of the problems; Ralf Steinbacher (Würzburg), deputy regional chairman for Lower Franconia, knows some of them from his own experience. It was only on Monday of last week that the technical monitoring association (TÜV), which has the monopoly for driving license tests, had another call, reports Steinbacher, himself the owner of a driving school. As a result, he asks his colleagues for patience: “It will take another four to six weeks before everything will go smoothly.” That was promised by the TÜV.
Unfortunate encounter
You have to understand that the Corona lock (from March 18) unfortunate coincided with the innovations of the system change and that the driving school and the test operation (from May 11) started again faster than expected. Therefore there was a lack of information for the learner drivers. The new infection control requirements explain that the theoretical tests have been concentrated on Würzburg and Aschaffenburg. In the meeting last week, it was agreed to gradually offer additional locations. First, after the Pentecost holidays from June 15th, Karlstadt. For the time being, the TÜV rooms in Marktheidenfeld and Kitzingen are out of the question because they are too small according to the Corona regulations. For the learner drivers from there, TÜV Würzburg on Louis-Pasteur-Straße is acceptable, says Ralf Steinbacher.
The TÜV explains that no other rooms such as currently empty gyms are used for the theory tests, since such solutions not only have to comply with the Corona regulations, but also have to be clarified in terms of occupational medicine and with the works council. After the school holidays there will be a day for the theory test at the TÜV branch in Karlstadt with eight appointments for a maximum of six candidates. As the branch office is not within walking distance, the examination should later be organized in the city center, as before.
Exam congestion slowly dissolves
Regarding the payment system of the TÜV in Bavaria, Ralf Steinbacher explains that the driving schools requested that the test fees no longer be managed. The TÜV now sends the registered test subjects the advance payment (invoice). Steinbacher believes that the new procedure should have been better informed, but again refers to Corona. Due to the two-month break in the tests, there is now a traffic jam, also because in certain cases it can take several days until the transfer is registered in the computer program of the TÜV. The result, says the driving school owner: “We are currently on the phone a lot.”
He also asks for patience when it comes to the payment system: “I think it will work out. But, of course, it could run more smoothly.” The driving instructor association had achieved improvements to the system last year. As a result, the introduction was postponed to April this year.
