The prohibition of cooperation in the Basic Law stipulates that the federal and state governments may only “cooperate in promoting science, research and teaching” in exceptional cases [1,2].

In the basic program of the Pirate Party Germany it has been described since 2013 that “educational processes should be standardized nationwide”, which is why we are also striving to lift the ban on cooperation. The current pandemic situation in particular shows the far-reaching gaps in the current federal system, such as the development of digital structures (digital pact) and the distribution of funds to households in need [3].

Making schools uniform for everyone is an important issue in order to create both intergenerational and regional equity. Even in pre-pandemic times, the Abitur in Bavaria was not comparable to that in Hamburg [4]. Likewise, for example, educators in training in Lower Saxony are much better off than in North Rhine-Westphalia [5].
