In reference to The action takes place in New Eridu, one of the few cities to have escaped the devastation caused by Ethereal.
As an ‘agent’ you have to organize a disparate group of characters to fight against monsters. Hoyoverse has not explicitly stated how it wants to make money Zenless Zone Zerobut it looks like the game will use a system similar to the one in it Jinshin-effect. In other words, expect to use real money to increase your chances of getting some of the strongest party members in the game.
