The Ministry of Sports of the Russian Federation proposed amendments to the law “On Physical Culture and Sports in the Russian Federation”, which provide for the payment of compensations for the transfer of Russian athletes under the age of 23 to foreign clubs to organizations that have trained them, according to the federal portal for draft regulatory legal acts.

“Match TV” showed a video about the amendments that helped defeat Germany at the Olympics

This document will oblige young athletes to compensate for the expenses of the Russian organization spent on its preparation. This change will affect international professional competitions held by a professional sports league, uniting both Russian and foreign professional sports clubs.

“At present, in certain sports, for example, hockey, a situation is developing where foreign sports organizations, taking advantage of gaps in the Russian legal regulation, as well as their legal status, which does not provide for the subordination of the international sports federation by sport, invite young Russian athletes to participate in foreign sports competitions, without making any “transfer” payments, since the invited athlete only undergoes sports training and is not in an employment relationship with a professional sports club, “the explanatory note says.

In March, President of FHR, member of the State Duma committee on health protection Vladislav Tretyak and head of the committee on physical education, sports, tourism and youth affairs Mikhail Degtyarev introduced a package of bills to the State Duma that regulates the transfer of athletes, which also includes payments to the Russian side.

By the way, speaking of talented boys, Degtyarev primarily hinted at hockey players, whose skill is in demand abroad. In other game sports, demand for Russian rising stars, to say the least, is small.
