“Last year binding decisions were made which have a direct impact on, among other things, the shape of the airport, its capacity, integration with the railway and construction phases. There is no longer speculation where it will be built the airport, because the detailed proposal the location is known and the process of obtaining the necessary permits is underway. No, we are already asking whether it should be built, but we are answering the question of how, when, for how long and with what financing model” – said PAP spokesman for Centralny Port Komunikacyjny, Konrad Maszyk.

As he added, in the case of the airport, the company has moved from the planning stage to the planning stage. “An environmental decision instance for the airport is being studied together with the railway junction, the road system and the accompanying infrastructure”- she pointed out.

He recalled that the application for the so-called the environmental decision for the airport together with the railway junction, new roads and water supply, energy, gas infrastructure, etc., was submitted by the CPK company to the Warsaw Regional Environmental Protection Directorate (RDOŚ) in October. “The application together with the environmental report is over 20,000 pages long and is part of a larger procedural puzzle. It is a supplement and continuation of the CPK investor variant, which we presented in June this year, as well as the preferred venue of the airport, which we presented in December last year” – explained Mayszk .

He added that the planning phase of the airport has ended and the planning phase has begun. For the airport part alone, a dizzying number of around 60,000 design drawings will be created, which will be included in the digital design environment. In November, the company signed a contract with the British consortium Foster + Partners and Biuro Happold, the designer of the passenger terminal and railway station (the so-called master architect). The contractor selected by the company has experience in designing interchange airports in various parts of the world, for example in Hong Kong, Doha and Beijing.

“The Voluntary Acquisition Program (PDN) is also underway in the area of ​​future investment, to which more than 650 owners with properties with a total area of ​​more than 1,500 ha have applied,” Mayszk said.

According to the company’s data, the voluntary acquisition program gained momentum in the second half of the year. In November, the company recorded its highest application momentum since the program’s inception two years ago. As part of the program, residents who want to sell their property can receive appraisals at the 120% level. market value of the land and 140%. the value of the house, as well as financing and arranging the move, funding the costs of legal services.

“The phase of preparing the appraisals, presenting the offers, negotiating, signing the memoranda of understanding and finally concluding the contracts covers an area of ​​almost 1,500 hectares. If we consider only the real estate subjected to the PDN in the area of ​​​​the planned location of the airport announced in June, then at the stage of bidding and buying a third of this area” – Mayszk stressed. He recalls that the PDN is preceded from the mandatory phase of expropriation by way of compensation, which begins after the issuance of the location order.

“For the Łódź long-distance tunnel, the most advanced investment of CPK, we already have a construction project, a package of siting decisions, one of three construction permits and the first executive tender is underway, which it means that construction work will start next year,” the spokesman stressed.

He recalled that the CPK company has signed contracts for the design of the Warsaw-Łódź line, which will be the first part of the high-speed railway (HSR) in Poland. Between Warsaw and Łódź, the first and fourth most populous cities in Poland, the company plans to build a total of around 140 km of track on which trains will accelerate up to 250 km/h (the design speed is 350 km /h). Thanks to this investment, the travel time between Warsaw and Łódź will be reduced to around 45 minutes (today it is around an hour and a half). Travelers will reach CPK Airport in about 15 minutes from Warsaw and about half an hour from Łódź.

He added that the works for the 4-kilometer high-speed rail tunnel in Łódź are the most advanced of all STH investments. The company has received a building permit for works to strengthen the foundations of the Łódź Community Center (ŁDK) – (west of Łódź Fabryczna Station).

The Central Communication Port is a planned transfer hub between Warsaw and Łódź, which will integrate air, rail and road transport. Within the framework of this project, 37 km west of Warsaw, in the area of ​​approx. hectares, the Solidarity Airport will be built, which in the first phase will be able to handle 40 million passengers a year. The STH will also include rail investments: a node in the immediate vicinity of the airport and connections throughout the country, which will allow travel between Warsaw and major Polish cities in no more than 2.5 hours.

The CTH will be built by 2027, together with the necessary connections to the rail and road network components. (PAP)
