Work is underway again on skyscraper skeletons at the Kaiserlei roundabout in Offenbach

A change of ownership long led to a standstill on the construction site of the KWU towers at the Kaiserlei roundabout in Offenbach. Now the cranes are turning again.

For months, nothing has moved on the so-called Vitopia campus, the major construction site at the Kaiserlei roundabout in Offenbach. The gutted office towers of the Kraftwerk-Union (KWU), the former power plant division of Siemens AG, looked like ghost skeletons. Discussions are now underway with planners and executing companies about re-entry, the construction cranes are turning again.

The construction work on the two KWU towers has been “significantly intensified” again, according to the project developer Consus RE GmbH. A few days ago precast concrete parts were delivered – the ceiling edges for the floors in the high-rise buildings, says branch manager Till Diekmann.

The fact that the mega-project stalled for so long was due to a change of ownership on the one hand and Corona on the other, he explained. Consus has now become part of the Adler Group, the fourth largest listed company for residential real estate in Europe. For this, ownership claims and changes of use had to be filed in writing with the local court, says city spokesman Fabian El-Cheikh. “And the mills of the courts grind slowly.”

Mega-Project

The major project Vitopia campus at Kaiserlei in Offenbach comprises the two KWU towers with 624 apartments and micro-apartments, as well as three new buildings with six and seven floors on Goethering. A total of 837 apartments will be built.

Along the Strahlberger Straße Commercial units are also being developed, including a hotel, a fitness center with an indoor swimming pool, retail stores, restaurants, offices and a daycare center.

Structural changes had already taken place beforehand, which also raised legal issues and thus delays: the client was once the CG Group, which then merged with the SSN Group to form Consus. Now Consus is itself a subsidiary of the Adler Group. In between there was a real estate transaction: According to Hessischer Rundfunk, Consus sold eight development projects – including the Vitopia Kaiserlei campus – to an offshore company on the Channel Island of Guernsey. However, the two office towers were sold to the Bavarian supply chamber at the end of 2017.

The city is not concerned about the transactions and changes of ownership. “Our contact person is always the same,” says El-Cheikh. In addition, the building permit was only ever granted in sections. This ensured that only what the developer had promised was realized. The standstill on the construction site could hardly be frightening because the cranes were not dismantled and building materials and the vehicle fleet remained on site.

“The entrepreneurs and the planning teams are still there. So we can start where we paused with the same team, ”says Diekmann. However, the time horizon has shifted significantly backwards. Instead of 2022, the Vitopia campus will probably not be ready until 2024/25. For the city this means: Only then can the Goethering be expanded into an avenue.

Due to the delay, Nassauische Heimstätte (NH) withdrew from the purchase contract for 205 apartments in the new section at Goethering in October 2020. The Adler Group is no longer thinking of selling, says Diekmann. “We are interested in developing the apartments for our own portfolio.” The continuation of the construction work is “in preparation”.
