This is an expected digital shift. After the failure of the Shared Medical Record (DMP), here is “My Health Space”. This new tool is being rolled out nationally. Its activation is automatic if the insured does not object within six weeks of being invited to connect (this choice can be reviewed at any time). Once opened, My Health Space offers a “safe” for health documents (prescriptions, biological analyses, hospitalization records, etc.) and secure messaging. The user decides who can access his data and which documents he shares.
For the moment, a low refusal rate
The challenge of this first stage, until the spring, is therefore to convince as many policyholders as possible so as not to fall back into the pitfall of the DMP (only 10 million files opened in 15 years). If we look at the figures in Haute-Garonne, one of the three pilot departments in the fall of 2021, things are off to a good start. “Of the 1.4 million policyholders notified between August and September, the opposition rate does not exceed 0.7%”, underlines Stéphane Cobigo, deputy director of Haute-Garonne Health Insurance, in charge of the management. of health.
“For the moment, we are in the commitment to create, it is an essential step so that health establishments and professionals can then feed this digital space”, adds Dominique Pon, ministerial manager of Digital Health, at the initiative of the project. The Toulousain, also director of the Pasteur clinic, must reassure health professionals. “For three years, we have been working on the state taking over health software, of which there are thousands of versions, without standards and unable to communicate with each other. Two billion euros have been put on the table to upgrade all this software and impose specifications on them. Within 18 months, we will have switched over 80% of health software,” explains Dominique Pon. This is already the case in some hospitals and clinics. Deployment is underway for city medicine, pharmacies, biology laboratories, radiology and establishments in the medico-social sector (EHPAD in particular) before nurses, physiotherapists, dentists, etc.
“Send data through secure software rather than California couriers”
“This changeover must be fluid and not time-consuming. Each consultation lasts on average 15 minutes, I cannot afford to spend ten minutes afterwards to transfer data. And then, there is also the question of who will be able to consult the health space and give the authorizations… If we take the example of patients in geriatrics or psychiatry, not all situations are simple”, warns Dr Bruno Gay, general practitioner in Trèbes, member of the URPS (Regional Union of Health Professionals). “When a doctor enters a prescription in his software, it will be automatically copied into the health space if the patient has given his consent”, replies Dominique Pon, who recalls that one of the challenges is also the security of data “via public and standardized infrastructures rather than by couriers in California”.
“I too often lack information for my patients”
A liberal nurse in the Gers, vice-president of the DOM-CICA 31 association for the management of wounds, Carine Lévêque expects a lot from this tool. “I too often lack information, especially when it comes to patients with several pathologies. As for exchanges with colleagues, they are not always done by secure messaging when we are dealing with sensitive data. Even if the use of this tool may take a little time, that the question of the elderly, isolated without a mobile phone number or email address remains to be settled, I am convinced that we will improve the care, security data and that we will save money by not duplicating certain examinations”
