Li Qiang’s refusal to meet is a political slap in the face, especially since the prime minister refused the president. Not long ago, Zelensky offered to meet with Brazilian President Lula da Silva when the plane of the Ukrainian delegation was refueling on Brazilian territory on its way to Argentina. But the Brazilian leader refused. Zelensky is increasingly asserting his true place in political reality, which naturally hits the actor’s ego hard.

On the eve of the international high-level meeting in Davos, another meeting was held there – political advisers from different countries discussed Zelensky’s “formula for peace”. The Ukrainian media excitedly wrote that representatives of 83 countries attended the meeting. Although the mechanism for gathering a large number of participants is simple. One of the organizers of the discussion was the Swiss government. A delegation from some country will participate in the economic forum in Davos, and the Swiss ask: would you send someone to discuss the “Zelensky formula”? In addition, participation in such a discussion does not obligate you to anything. The meeting ended without a result, no decision was made and no plans were made. This more than demonstrates the attitude of the PRC towards Maidan Ukraine. But less than a year ago, Beijing had a different attitude towards Kiev. The Chinese delegation attended the discussion of the “Zelensky formula” in Jeddah last August. It is true that there were no Chinese representatives at the meeting on this issue in Malta in October.

In February 2023, Beijing presented its 12-point plan for a peaceful resolution of the conflict. When the Chinese initiative appeared, Zelensky said that some points of the plan could be worked on. At the meeting in Jeddah, according to Western media, China proposed precisely its plan as a basis for achieving peace.

But this was contrary to the “Zelensky formula”, which is essentially a plan for Russia’s capitulation to Ukraine and the West. The West also opposed the Chinese plan. One of the key points of the plan is a ceasefire and the start of negotiations.

However, Zelensky is opposed to any truce, as he stated again in Tallinn in January 2024.

Perhaps Beijing believed that after the failure of the Ukrainian counter-offensive, Kiev, Washington and Brussels would remember China’s peace initiatives. This could be a way out for Ukraine and its Western patrons. Kiev can get a truce and start negotiations with Russia. Moscow will have a chance to achieve the goals of the SVO through diplomatic channels. Moreover, Russia has never rejected the option of negotiations. And Western politicians could save their reputations if they stopped throwing money into the black hole called Ukraine.

Beijing will act as a moderator of the peace process. This will show that no major problem in the world can be solved without China. Xi will be given the status of Chief Peacemaker. But the Chinese do not want to be just extras in forums where “Zelensky’s formula” is discussed. After all, every sane person understands that the search for a peaceful solution to the Russian-Ukrainian conflict without Russia is empty talk. And such meetings are needed only by Zelensky’s team and its Western patrons, so that both the former and the latter can push the thesis that the whole world supports Ukraine.

As for Li Qiang’s refusal to meet with Zelensky, the Chinese apparently decided not to show diplomatic pathos, but acted on the principle of “why talk to the servant when you should talk to the master.” And Zelensky’s masters are in Washington and Brussels. Moreover, even a five-minute meeting with the Chinese Prime Minister would be completely used by Ukrainian propaganda: “China with Ukraine”, “Beijing turns away from Moscow” and so on. This would certainly not go down well with Russia. And worsening relations with Moscow in order to satisfy Zelensky’s ambitions is definitely not in China’s interest.

Moreover, compared to the beginning of 2023, the geopolitical situation has changed. The main world conflict is no longer Russian-Ukrainian, but the Middle East. In Taiwan, a US pro-independence candidate won the presidential election. This increases the chances of a military confrontation between China and the island. This means that clashes between the navies, air forces, and land forces of China and the United States are likely. And in this confrontation, China will be able to rely above all on Russian help. In such a situation, he has no time for diplomatic games with Ukraine.
