The document had been proposed by Morocco, Afghanistan, Yemen and Qatarthe latter country in charge of presiding over the session, which took place throughout the day with interventions from the different member states of the OMSand included the participation of the Palestinian Minister of Health, Mai al Kaila.

“We have achieved something that Member States have not achieved in other forums, the first resolution adopted by consensus since the conflict began two months ago,” stated at the end of the extraordinary session the director general of the WHO, Tedros Adhanom Ghebreyesus.

The agreement also calls for allowing the passage of ambulances, medical evacuations of injured and ill patients in critical condition, and demands “ensure the respect and protection of all health and humanitarian personnel”, after more than 500 attacks on the health network in the West Bank and Gaza since October.

It also highlights that Israel, as an occupying power, “must respect the right to health of all people in the occupied Palestinian territory,” which involves facilitating unrestricted humanitarian relief and, where appropriate, granting exit permits to patients needing treatment outside Gaza.

The resolution calls on the WHO, on the other hand, to urgently hold a donor conference before the next World Health Assembly 2024in order to finance the health needs of the Palestinian territories and rebuild their damaged health care system.

It also calls on the international community to ensure adequate funding to support the health needs of the Palestinian territories and to assist in the aforementioned reconstruction of the health system in West Bank and Gaza.

The resolution, Tedros stated, “It does not solve the crisis, but it is a platform on which to build.”

“I understand Israel’s need to protect its people from attacks and to live in peace and security, but I also understand the same need on the part of the Palestinian people, and I want to believe that both things are possible and not mutually exclusive.”he claimed.
