Volkskrant finds ‘test coalition agreement’ VVD and CDA in train

At the end of September, VVD and CDA jointly wrote a kind of test for a coalition agreement. That writes the Volkskrant, which got hold of the secret piece because a person involved in the formation recently left it in a train.

In the outline, which was intended to break the deadlock in the formation, the two parties argue for strong measures to combat the housing shortage, an ambitious climate policy and a multi-billion dollar fund to buy out farmers, reports de Volkskrant. There is also a push for free childcare for “most people”, basic insurance against incapacity for work for all self-employed and the admission of more migrants.

Taking into account D66

The two parties explicitly took into account D66 as a negotiating partner. This would mainly be seen in the plans for climate, education and migration.

The document dates from September 26 and was written by “a representation of the groups of VVD and CDA”. They did this in the phase in which informateur Remkes investigated a minority variant of the VVD, CDA and D66. Shortly afterwards, D66 decided to negotiate with the ChristenUnie.

Since the summer, there has been a document in outline from VVD and D66. De Volkskrant writes that both documents form “an important foundation” in the coalition negotiations. “Only the ChristenUnie will have to get its wishes in between.”
