The evidence presented by the Center for Strategic and International Studies (CSIS) shows a clear buildup of forces, contradicting Maduro’s pledge against military action agreed upon during mediation talks in December.

A Strategy of Deception and Aggression

The military maneuvers taking place just meters away from Guyana’s diplomats while Venezuelan foreign minister meets with his Guyanese counterparts indicate President Maduro’s duplicitous policy. With Venezuela’s long-standing claim to the disputed Essequibo region, which constitutes two-thirds of Guyana, Maduro has been relentlessly escalating tensions in recent months. Maduro conducted a vote in December, where he claimed endorsement from the Venezuelan people to forcibly seize the resource-rich territory.

Regional and Economic Implications

Although initially seen as an attempt by Maduro to gain domestic support ahead of upcoming elections, strategists suggest it may also seek to pressure Guyana into revenue-sharing agreements and avoiding arbitration through the international court of justice in The Hague. As Brazil reinforces its border with Guyana and Venezuela, the United States agrees to enhance Guyana’s defense capabilities with new aircraft, helicopters, military drones, and radar technology. Guyanese officials plan to seek the support and discuss the response with heads of the Caricom political union, alongside their Caribbean allies.

Analysts Assess Maduro’s Motives

Christopher Hernandez-Roy, deputy director of CSIS Americas program, sheds light on Maduro’s intentions: “All of this suggests that Maduro may have originally had domestic reasons for what he is doing, but now the strategy is to compel the Guyanese into some sort of concessions.” Venezuela’s economy, despite its significant oil deposits, has plummeted over the past decade, and Maduro’s ambitions may be driven by a desire to ease Venezuela’s economic turmoil.

Amid Venezuela’s escalatory behavior along the border, fraught with opportunities for miscalculation and loss of control, the ongoing dispute remains a pressing international concern.
