US Support for Ukraine and the EU’s Role: Updates and Implications

“US support for Ukraine is likely to decrease, and the EU must have the political will to continue sending aid regardless.”said the first diplomat of the EU, Josep Borrell, at the congress of the Party of European Socialists in Malaga, Spain, on November 11, “Kyiv Independent” reported.

The bloc has the means to continue supporting Kiev, Borrell argued, but must be prepared for the possibility that the US may not continue to provide aid at current levels.

The EU’s foreign policy chief also said that “the prospect of Ukraine’s victory over Russia is not immediate”.

Ukraine will receive new military aid from the US

Since the start of the full-scale invasion, the US has been the largest aid donor to Ukraine in terms of military aid, humanitarian aid and financial support.

However, support for Kiev has become increasingly politicized in the US, becoming a partisan issue, with Democrats much more likely to support continued aid compared to a higher degree of opposition among Republicans.

This became especially evident after the start of the war between Israel and Hamas on October 7, as Washington’s funding of Israel and Ukraine became increasingly tied up in Congress.

Biden will veto an aid bill for Israel if it does not include Ukraine

On October 20, US President Joe Biden proposed a $105 billion joint funding bill that included defense aid for both Ukraine and Israel, but as of this writing it had not passed Congress.

On November 7, Senate Democrats blocked a bill that contained aid to Israel but not Ukraine.

On November 3, the US announced the latest funding package of $425 million in military aid to Ukraine, which is a combination of funds from the Ukraine Security Assistance Initiative (SSI) and a Department of Defense (DoD) stockpile reduction.

The Pentagon: The US is able to supply weapons to Israel and Ukraine at the same time

The withdrawal is related to the delivery of previously authorized military equipment and requires only presidential authorization, not a specific funding bill from Congress. However, the Defense Department’s stockpile is not unlimited.

In order for IPSU funding to continue beyond this latest package, Congress will need to pass a new funding bill that specifically allocates additional funds to the initiative.

Pentagon spokeswoman Sabrina Singh said on November 9 that US defense aid packages are getting smaller and all IPSU funding has been used up.
