In his first speech to the United Nations after becoming president, Biden will seek to convince the world that “America is back” after four years of Donald Trump, and that Washington will maintain its own power including China.

White House Press Secretary Jen Psaki told reporters that the president, who has not spoken to French President Emmanuel Macron since last week’s announcement of the submarine deals with Australia and Britain, will tell the United Nations in a speech that he is committed to rebuilding the alliance.
“Biden will explain why the next decade will define our future, not only for the United States but for the global community,” Psaki said.
“He will also tell the world leaders gathered in New York about the importance of rebuilding our alliance after the past few years,” Psaki added, in a clear acknowledgment of Biden’s predecessors tarnishing America’s traditional alliance.

Biden’s speech followed a reaction from France, which appeared to be snubbed by a deal between the US, UK and Australia to supply Canberra with nuclear-powered submarines that would patrol the South China Sea and the Indo-Pacific region.
