United States Calls for Strong UN Response to North Korea’s Satellite Launch, Criticizes China and Russia

While the UN Security Council held an open meeting in response to North Korea’s attempt to launch a reconnaissance satellite, the United States, South Korea and Japan strongly condemned North Korea’s repeated provocations. As China and Russia, the permanent members of the Security Council, again turned the arrow of criticism to the United States, the Security Council failed to come up with any countermeasures. U.S. Ambassador to the United Nations Linda Thomas-Greenfield has repeatedly called for a strong UN Security Council response to North Korea’s recent launch of a space launch vehicle.

At an open meeting held by the UN Security Council on the 25th to discuss North Korea’s recent reconnaissance satellite launch, Ambassador Thomas-Greenfield said, “(North Korea) ignored the Security Council by continuing to pursue its illegal ballistic missile program.” On March 23, North Korea again attempted to launch a satellite using a space launch vehicle.”

[녹취: 토머스-그린필드 대사] “It has defied this Council by continuing to pursue its unlawful ballistic missile program. On August 23rd, the DPRK attempted, yet again, to launch a satellite using a space launch vehicle. But even though this launch failed – and even though we were given advanced notification – this is another violation of UN Security Council resolutions. A violation the United States condemns in the strongest possible terms.”

“Even though this launch failed, and even if we were notified in advance, this is a violation of UN Security Council resolutions,” he said. “The United States condemns this in the strongest terms.”

U.S. Ambassador to the United Nations Linda Thomas-Greenfield speaks at a Security Council meeting held to discuss North Korea’s launch of reconnaissance satellites on the 25th.

“North Korea, as always, claims its right to self-defence in pursuing its nuclear weapons program,” said Ambassador Thomas-Greenfield. to prioritize,” he pointed out.

[녹취: 토머스-그린필드 대사] “The DPRK claims, as it always has, its pursuit of a nuclear weapons program is an act of self-defense – but we all know the truth: The DPRK puts its paranoia and selfish interests over the dire needs of the North Korean people. The DPRK’s war machine is fueled by repression and cruelty, as this Council heard from UN experts just last week. It’s shameful, and it’s a grave threat to global peace.”

“This is a shameful thing and a serious threat to world peace,” he said.

On that day, Ambassador Thomas-Greenfield showed a non-cooperative attitude toward the additional Security Council measures against North Korea, saying, “Condemn North Korea’s continued pursuit of nuclear weapons, listen to the voices of countries that oppose it, and at the same time pay equal attention to the voices of countries that do not.” He also directly criticized China and Russia, which are permanent members of the Security Council.

[녹취: 토머스-그린필드 대사] “But colleagues, listen closely today to those countries that condemn and those countries that oppose the DPRK’s continued pursuit of nuclear weapons and pay equal attention to those that don’t. Pay attention to which countries try to shield Kim Jong Un from criticism by pointing fingers at those of us calling out and defending ourselves from the regime’s reckless behavior. This should be an issue that unifies us. We have all reaffirmed our commitment to the global nonproliferation regime time and time again. But since the beginning of 2022, this Council has failed to live up to its commitments because of China and Russia’s obstructionism.”

In particular, “Pay attention to which country is trying to protect Kim Jong-un from criticism by criticizing the reckless behavior of the Kim Jong-un regime and pointing the finger at us trying to defend ourselves,” he pointed out. “This is a problem related to our unity.”

“All of us have repeatedly confirmed our commitment to a global non-proliferation regime, but the Security Council has not been able to keep our promise due to China and Russia’s obstruction starting in early 2022,” he added.

In the midst of this, Ambassador Thomas-Greenfield repeatedly emphasized the United States’ willingness to engage in dialogue with North Korea without preconditions, saying to North Korean Ambassador to the United Nations Kim Sung, who attended as a relevant country, “I propose to you today that we are prepared to engage in diplomacy.” I did.

On this day, many members of the Security Council condemned North Korea’s repeated ballistic missile launches and emphasized the need for a united Security Council response.

Albanian Ambassador to the United Nations Perit Hodja said, “It is regrettable that the voices of the majority of Security Council members urging the Security Council to respond to North Korea’s illegal, provocative and reckless actions have not been taken into account until now.” condemned the inaction.

[녹취: 호자 대사] “We regret that the voice of the majority of the members of this council calling for the body to react to illegal, unprovoked and reckless actions by the DPRK is not taken into consideration so far. By being disunited on this issue, the council is failing its mandate and is not discharging its core responsibility.”

“By failing to unite on this issue, the Security Council is failing to fulfill its mandate and core responsibilities.”

Kimihiro Ishikane, Japanese ambassador to the United Nations, speaks at a Security Council meeting held to discuss North Korea’s launch of reconnaissance satellites on the 25th.

Japanese Ambassador to the United Nations Kimihiro Ishikane dismissed North Korea’s claim that the satellite launch was a “peaceful right.”

[녹취: 이시카네 대사] “This is not about the right to use outer space. This is not about exercising the right of self-defense. This is about violation of Security Council resolutions. And this is about the nonproliferation of weapons of mass distraction. In the face of North Korea’s unlawful nuclear and ballistic missile programs, this Council has adopted many resolutions prohibiting any launch using ballistic missile technology. This is why the Secretary General and most council members, condemn the satellite launch at the June meeting, regardless of whether it carried a satellite or not, regardless of whether it failed or not.

It is pointed out that “(North Korea’s launch) is not about the right to use outer space or the exercise of the right to self-defense, but simply a matter of violation of Security Council resolutions and non-proliferation of weapons of mass destruction.”

Ambassador Ishikane said, “The Security Council has adopted a number of resolutions banning all launches using ballistic missile technology in response to North Korea’s illicit nuclear and ballistic missile programs. At the meeting, we condemned (North Korea’s) satellite launch regardless of whether the satellite was loaded or not,” he stressed.

However, China and Russia blamed the United States for this incident without condemning North Korea’s space launch vehicle launch or repeated violations of Security Council resolutions.

Geng Shuang, China’s deputy envoy to the United Nations, speaks at a Security Council meeting held to discuss North Korea’s launch of reconnaissance satellites on the 25th.

Geng Shuang, China’s deputy ambassador to the United Nations, said, “While certain countries, as usual, are blaming North Korea for all responsibility, I cannot help but point out that North Korea’s recent launches are closely related to the military activities of certain related countries.” Military training was pointed out as the cause of North Korea’s provocation.

[녹취: 겅솽 부대사(영어통역)] “Notwithstanding the reflects of certain countries taking all the blame on the DPRK as usual, it must be pointed out that the DPRK’s recent launches are closely linked to the military activities of certain relevant countries. Early this year, the DPRK did show restraint for a period of time and repeatedly appealed for the end of hostile acts, but their courts failed to be addressed seriously.”

“Earlier this year, North Korea showed restraint for a period of time, and repeatedly appealed for a cessation of hostilities, but this was not taken seriously.”

Deputy Ambassador Geng Shuang repeatedly emphasized the fact that China and Russia have proposed resolutions aimed at easing sanctions on North Korea in recent years. decided,” he said.

Russian Ambassador Vasily Nebenzia also said: “Today’s convening of the Security Council meeting is a hypocritical attempt by those to intensify pressure on North Korea and distract attention from the reckless escalation of tensions by the United States and its regional allies, which are the source of a real threat to international peace and security. It’s just a thing,” he insisted.

Ambassador Thomas-Greenfield responded to these remarks by China and Russia by requesting additional comment.

In particular, in response to Deputy Ambassador Geng Shuang’s assertion that large-scale military drills by the US and others facilitated North Korea’s provocations, he emphasized the fact that military drills between the US and South Korea were legal, and said, “North Korea will not be able to do so until 2022, when the US and South Korea resume large-scale joint military exercises.” It had launched six intercontinental ballistic missiles (ICBMs) before August.”

Kim Song, North Korea’s ambassador to the United Nations, speaks at a Security Council meeting held to discuss the North Korean reconnaissance satellite launch on the 25th.

Meanwhile, North Korean Ambassador to the United Nations Kim Seong, who spoke at the meeting, said, “The launch of a satellite is an exercise of the sovereign state’s sovereign and legitimate rights recognized under international law,” adding, “No one can deny this.”

[녹취: 김성 대사] “Satellite launch is exercise of independent illegitimate rights of the sovereign state, recognized under international law, which nobody can deny. DPRK has issued navigational warning in advance to insure transparency of the satellite the launch, as well as the safety of the ships and aircrafts. Moreover, satellite launch caused no harm to the security of the neighboring country.”

“North Korea issued a navigation warning in advance to ensure the transparency of the satellite launch and the safety of ships and aircraft,” he said. “The satellite launch did not harm the security of neighboring countries.”

South Korean Ambassador to the United Nations Hwang Joon-guk speaks at a Security Council meeting held to discuss North Korea’s launch of reconnaissance satellites on the 25th.

South Korean Ambassador to the United Nations Hwang Joon-guk, who attended the meeting as a related country along with North Korea, refuted Ambassador Kim Sung’s remarks.

[녹취: 황준국 대사] “Any launch that uses ballistic missile technology, regardless of its success, whatever payload it may carry, can contribute to the further advancement of ballistic missile technology. That is why this Council unanimously adopted many resolutions up until 2017 with no abstention or position that prohibit any launch by the DPRK using ballistic missile technology. The launch clearly demonstrates how routinely the DPRK flouts with contempt to the solemn decisions of the Council…”

“All launches using ballistic missile technology can contribute to the development of ballistic missile technology regardless of their success or payload.”

“For this reason, the Security Council adopted a resolution without abstention or expression of a position banning any launch using North Korea’s ballistic missile technology until 2017,” he stressed.

Ambassador Hwang repeatedly criticized North Korea’s actions, saying, “This launch clearly shows how routinely North Korea ignores the grave decisions of the Security Council.”

On this day, the Security Council did not come up with any countermeasures, such as adoption of a resolution, statement by the chairman, or statement to the media.

In addition, statements condemning North Korea over the counter from some countries, including the United States, were not separately announced on this day.
