Union Negotiations Begin to Reduce Teaching Hours in Madrid Education System

Madrid, Oct 5 (EFE).- The General Directorate of Human Resources of the Ministry of Education has called this Thursday the unions CCOO, ANPE, CSIF and UGT to the first meeting to begin negotiating the sectoral agreement, a process in which the unions consider “a priority demand” the reduction of teaching hours from 25 to 23 hours for teachers in Early Childhood and Primary schools and from 20 to 18 hours for secondary school teachers and the rest of education.

Today, in the afternoon, the Minister of Education, Science and Universities, Eduardo Viciana, will meet with the main unions in the educational sector as part of the round of contacts he is maintaining with associations and organizations at the beginning of the course.

In both meetings, the unions will transmit “the generalized complaint of the Madrid educational system for all the errors committed in the management of dining scholarships and in the assignment of interim teaching officials that we have been dragging on since before the summer.”

In addition to the reduction of teaching hours for teachers, the unions will raise other issues that must be included in the sectoral agreement: the reduction of ratios at all educational stages and levels, a shock plan against bureaucracy, the establishment of productivity supplements for the welfare coordinator and other coordination, the updating of permits and licenses, the modification of the regulations on incompatibilities, a salary increase linked to capital status or the review of the item intended for travel aid, among others.

Currently, the 2018-2021 sectoral agreement is in force, which has been extended.

The general secretary of the CCOO Madrid Teaching Federation, Isabel Galvín, has indicated that “the red line” in the negotiation of the sectoral agreement is the reduction of teaching hours, which is “indispensable to improve the conditions of teachers and represents an increase in educational quality”, since teachers can dedicate more time to individualized attention to students, planning and preparing materials and classes, and pedagogical coordination tasks.

After pointing out that the unions in the education sector have been demanding for years the measures that they will transfer to the Ministry of Education, the president of ANPE, Andrés Cebrián, has highlighted that “Madrid teachers feel discriminated against with respect to those in other autonomous communities”, since The Madrid region is “at the bottom in terms of remuneration and workload, which is why every year it is more difficult to find teachers who want to work in Madrid.”

The president of CSIF Educación Madrid, Miguel Ángel González, has also insisted that “the most important demand” is the reduction in teaching hours for teachers, while recalling that the Community of Madrid is practically the only Spanish region that does not has adopted this measure.

“We cannot be at the forefront and the State be the locomotive and then have our teaching staff suffocated at work,” said González, who has urged the Community of Madrid to increase investment and lower ratios to raise the quality of education. education.

The Secretary of Education of UGT Public Services of Madrid, Teresa Jusdado, has pointed out that UGT has been demanding for years the reduction of teaching hours for teachers to offer individualized attention to students and, now, its members are willing to mobilize to improve conditions. of teachers and Madrid education.
