Cristian Erbasu, the president of the Federation of Construction Societies Patronages (FPSC), said, on Wednesday, at Prima News, that the authorities should be much more responsible on the subject of buildings at risk in the event of an earthquake, reports News.ro.

“The situation in Romania is totally different from the situation in Turkey. Unfortunately, for builders, for specialists, these things are not surprises. Public opinion must be sensitized, which unfortunately only reacts to heat, it is now a period of hysteria, in a month, two, three forget and this component of the building’s stability is no longer a priority for the residents of the houses. The authorities must be much more responsible on this subject”, explained the president of the Federation of Employers of Construction Societies.

He mentioned that in Romania the norms for designing an earthquake-resistant building are different from those in Turkey.

“Real builders, whether they are in the field of design, execution or research, they know what they have to do. In Romania, the regulations reflect much better the need for design and execution in extreme earthquake conditions compared to Turkey. The problem is if it is respected and where it is respected. Let’s turn it into a general panic in the population, that’s not a good solution either”, stated Cristian Erbasu.

He mentioned that regarding new buildings, the biggest fear is that they are not made with companies, but with craftsmen, under their own direction.

“If we’re talking about new buildings, the biggest fear is that of buildings executed under the so-called self-management, for the ground floor+1 buildings it wouldn’t be a tragedy. But unfortunately, in Romania, like Turkey, investors preferred not to do with companies, but with teams of craftsmen up to P+4, P+10 which is also practiced in Romania, not on the same scale. (…) And in design, unfortunately, there are situations where, under pressure from the investor, the designer makes the project very economical. But that’s not where the big problem is, because the way the regulations are, surely if they were executed as designed, the buildings would have no problems. Or it would have minor problems, under no circumstances would it crash. But, on the execution side, and I hope that this year will start this certification process of the companies so that they are not able to build buildings only depending on the endowment, the training of the people they employ”, the president also conveyed Federation of Construction Societies Patronages.

He also added, referring to the new buildings, that if a tenant association does not receive the project or the technical book from the investor, then he could have something to hide.

“Doubts arise when a tenant association does not receive the technical book from the investor, does not receive the project, it means that that investor has something to hide. If he has the technical book, he can give it to a specialist to make comparisons. But if structural elements have shrunk, it means that there is a problem there and it requires the continuation of an expertise to see the real situation, if the building is subject to major risks”, Cristian Erbaşu said.
