In the PRI governments of the last century, the need for a National Card was raised several times to get Mexicans out of the darkness, the INE did not exist and there was no talk of the right to identity, only 8 percent of the population were credited as citizens which had a passport, so the driver’s license became the only document, and that only for those over 18. Children, like today, were, and are, undocumented in Mexico.
The proposal was always rejected by the left-wing alignments, which held that these documents were fascists.
When the Federal Electoral Council, which presided over its head, leaves the Ministry of the Interior and the first Federal Electoral Institute (IFE) arises, it still depended on the head of that secretariat until the 1996 reform, which made it a citizen and autonomous body, and which absorbed the Electoral Register to which millions of Mexicans of legal age registered to obtain the photo credential to vote.
