Understanding Persona Non Grata: What it Means and its Significance in Diplomacy

Chinese Ambassador to Korea Xing Haiming recently met Lee Jae-myung, the head of the Democratic Party of Korea.

The remarks to the effect of “If you bet on China’s defeat, you will regret it” are leading to controversy that there is room for interference in internal affairs.

Along with this, unfamiliar terms are often mentioned.

This is Persona Non Grata.

It means “persona” in Latin.

It means that it should be designated as a diplomatic ‘avoidant person’.

If you look at , which contains order between countries that have established international relations, it is possible to designate a diplomat of another country in the country as a ‘persona non grata’ for abnormal diplomatic activities, and the dispatching country can recall the diplomat or resign. There is a custom to deprive.

Usually, when a country dispatches a diplomat to another country, it must go through a process called ‘agrement’ to obtain approval from the country to which it is dispatched.

This is also called ‘persona grata’, but ‘persona non grata’ can be understood as the opposite.

In our government, we have only designated it once for diplomats from other countries.

25 years ago, when the Russian government at the time designated a counselor at the Korean embassy in the country as an ‘avoidant person’, the Korean government also responded and expelled a Russian diplomat.

There are many cases like this in other countries.

The case known to us is the case of the murder of Kim Jong-nam, the first brother of North Korean leader Kim Jong-un.

Six years ago, when he was murdered in Malaysia and the North Korean government was pointed out as the background, there was a case in which the Malaysian Ministry of Foreign Affairs designated the North Korean ambassador as ‘Persona non grata’ and deported him.

More recently, last month, Canada expelled a Chinese diplomat who was alleged to have blackmailed a Chinese politician.

The Korean government is not yet considering designating a person to avoid for Chinese Ambassador Xing Haiming.

Although the demand continues centering on the passport, there are also voices that a more careful judgment is needed as there is room for Korea-China relations to deteriorate out of control if it is actually made.
