Treatment of water filtered by ALPS system at TEPCO’s Fukushima Dai-ichi nuclear power plant – signature of a safeguards agreement (ToR) with the IAEA –

On July 8, 2021, the Japanese government signed a safeguards agreement with the International Atomic Energy Agency (IAEA) for the treatment of water filtered by the ALPS system at TEPCO’s Fukushima Dai-ichi nuclear power plant. The Japanese government attaches great importance to cooperation with the agency specializing in nuclear fields, the IAEA, with a view to guaranteeing the confidence and transparency of filtered water treatment operations.

  1. The IAEA will plan and implement a cooperative project on the basis of this safeguards agreement. More specifically, this project notably provides for a review of the safety and regulatory aspects of the discharge of filtered water, as well as the monitoring and examination of ocean waters. The details and results of this cooperation will be made public at a later date.

  1. The assistance provided by the IAEA under this agreement will be deployed via a working group established within the IAEA Secretariat. The latter will include a group of internationally renowned experts who will be selected by the IAEA from among its Member States.

  1. The Japanese government will continue to inform in detail the international community on the situation at the Fukushima Dai-ichi power plant and the progress of the treatment of water filtered by the ALPS system, with transparency and on the basis of scientific evidence.
