Trade unions without optimism about the project of the State Energy Policy

We can even say that we are going backwards, because the presented document, State Energy Policy does not make us optimistic” – said Kolorz during the Thursday meeting of the team for the transformation of mining, which takes place at the Social Partnership Center in Warsaw ” Dialogue”.

Government representatives participate in the talks, including Government Plenipotentiary for the transformation of energy and mining companies Artur Soboń, Minister of Climate Michał Kurtyka, representatives of management boards of energy companies and trade unions.

Kolorz added that the talks are difficult and said trade unions would meet on Monday morning and “take further steps”.

On Thursday, Minister of Climate Michał Kurtyka presented the last draft of the National Energy Policy until 2040 (PEP2040).

It shows that in the future the role of hard coal will be limited, but the demand will be covered with own resources and only supplemented with possible imports.

“We showed the public side all solutions regarding the state’s energy policy – a complete set of information. I think that the next stage is now starting. Next week we will summarize and write down conclusions regarding the talks” – said Artur Soboń.

He added that during the Thursday meeting, the assumptions of the State’s Energy Policy were presented, as well as the investment plans of energy companies and the possible agreement of Polska Grupa Górnicza with energy companies regarding excessive coal reserves.

It shows that in the future the role of hard coal will be limited, but the demand will be covered with own resources and only supplemented with possible imports.

On the other hand, prospective lignite deposits, such as Złoczew or Ościsłowo, due to their strategic nature, will be secured, however, their exploitation will depend on the decisions of investors. The prices of CO2 emission allowances, environmental conditions and the development of new technologies will play a key role in their management.

The PEP project assumes the withdrawal of coal from use in private heating by 2030 in cities and by 2040 in rural areas.

The forecast included in PEP assumes two scenarios: high prices of CO2 emission allowances and a moderate increase in these prices. In the first case, the share of coal in domestic electricity production drops to 37%. in 2030 and up to 11% in 2040. In the second scenario, this share is to be 56 and 28 percent, respectively.

In 2019, 73 percent. electricity generated in Poland came from coal, but less than 50 percent. from hard coal, the rest from brown.

The mining transformation team is tasked with developing a broad social consensus for the necessary changes in the hard coal mining sector. It is composed of representatives of the government, state-owned mining and energy companies and the trade unions.
