The basis volunteer formations of territorial communities will be citizens of Ukraine who have completed military service in the Armed Forces, service in other military formations and law enforcement agencies.
This is stated in the clarification published on Armyinform.
At the same time, it is noted that not only those who served in the army will be recruited into volunteer detachments, which is provided for in Article 9 of the Law “On the Foundations of National Resistance”.
Citizens of Ukraine who did not serve in the Armed Forces of Ukraine, military formations and law enforcement agencies, among others, will be admitted to volunteer formations of territorial communities. They will join after taking the oath as a territorial defense volunteer.

In addition, to be enrolled, you must pass medical, professional and psychological selection and sign a territorial defense volunteer contract.

“The advantage of such a service is that the military will serve close to home and, in fact, will defend their small homeland. In a special period, the recruitment of units will be carried out by servicemen under contract, by conscription by officers and a territorial reserve. They will be occupied by officers, petty officers, sergeant and soldier positions. All servicemen will be guaranteed to receive cash support in accordance with the staffing table. They will be provided with free qualified medical care in military medical health care institutions. Also, all servicemen will retain their place of work, position and average earnings at the enterprise, in an institution, organization, farm, agricultural production cooperative, regardless of subordination and form of ownership, and with individual entrepreneurs, for whom they worked at the time of the call, “- said in the explanation.
In addition, for the duration of the special period, in the event of conscription for military service, the payment of pensions for the army soldiers who received it does not stop, and after dismissal from service, it is subject to mandatory recalculation.
At the same time, a person previously convicted of imprisonment for committing a grave or especially grave crime, except for a person who has been rehabilitated, or who has two or more convictions for committing intentional crimes, cannot be enrolled in the volunteer formations of territorial communities.

On January 1, 2022, the law “On the Foundations of National Resistance” came into force, according to which the leading role in the organization and implementation of tasks of the territorial defense of Ukraine belongs to the Territorial Defense Forces of the Armed Forces of Ukraine.
National resistance is the involvement of the entire population in countering the aggressor, as well as preparation for such a counteraction.
The basis for preparing Ukrainian citizens for national resistance is their combined arms training, organized according to the territorial-zonal principle.
