It’s not the first time the government has attempted to use financial incentives to encourage people to move, but the plan is more generous, tripling the amount currently offered.

For decades, people across Japan have migrated to urban centers in search of job opportunities. Tokyo is the most populous city in the country, with approximately 37 million residents.

Before the Covid pandemic, the number of people moving to Tokyo exceeded the number of people leaving the city. Government statistics released in 2021 indicate that up to 80,000 people move to Tokyo each year.

This pattern of migration leaves rural cities increasingly sparsely populated with millions of empty homes. According to the national census, more than half of the country’s cities, excluding Tokyo’s 23 boroughs, are expected to be designated as sparsely populated areas by 2022.
