TRIBUNNEWS.COM, MOSCOW – On June 2, 2021, Russia for the first time in its 30-year history, released the document, “Basic Principles of State Policy of the Russian Federation on Nuclear Prevention.”
The document describes the usage policy Russian nuclear weapons. Russia’s “Basic Principles” make it clear that nuclear weapons are seen as “exclusively as a means of deterrence.”
In an article by US columnist Scott Ritter, the use of Russian nuclear weapons it can only be done as an “extreme and forced action.”
Russia’s strategic nuclear power is orchestrated in such a way that there is an “inevitable retaliation” in the event of a nuclear strike against Russia.

This power is designed to inflict “guaranteed unacceptable damage” on any potential adversary.
In short, any country that Russia is a nuclear target for will cease to exist as a modern state.
The nuclear posture document details the procedure by which Russia will launch its nuclear weapons if it receives “reliable data on the launch of ballistic missiles striking the territory of Russia and/or its allies.”
Russia will retaliate if nuclear weapons are used against Russia and/or its allies.
The document also outlines two non-nuclear scenarios in which Russia would retaliate using nuclear weapons.
The first involves an enemy attack on a vital Russian government or military site, the disruption of which would undermine the response actions of a nuclear force (i.e. a so-called direct attack on Russia’s political and military leadership).
