The campaign of the Polish Power Plants Economic Society indicates that EU climate policy is responsible for high energy prices in Poland. Billboards show graphics with a light bulb on, showing that the European Union is responsible for 60% of it. A special website was also launched – Polskielektrownie.com.pl – which is to inform Polish society about the structure of electricity production costs and the responsibility of the policy pursued by Brussels.
Towarzystwo Gospodarcze Polskie Elektrownie in a statement on its website explains that the campaign does not in any way inform that 60 percent energy production costs resulting from the costs of emission allowances translates into 60 percent. amounts on the invoice for end users, which in addition to energy costs also includes the cost of energy distribution and other charges.
“In this way, the TGPE applies only to the areas of activity of energy producers who sell electricity on the wholesale market. Electricity is distributed by other entities” – we read.
FACT 1: It is not the EU that raises prices
Krzysztof Kilian, the former president of PGE, the largest energy company in Poland, says in an interview with Business Insider Polska that the estimates show that the impact of the price of CO2 emission allowances on the amount of household electricity bill is – according to Forum Energii – 23 percent.

– This is the de facto amount of VAT. If we hypothetically try to reduce VAT to zero, then it would turn out that the price of CO2 emission allowances has no impact on the bill – says the manager.
As Krzysztof Kilian adds, however, it is much easier to campaign to show that the European Union is to blame for everything. This, in his opinion, shows the mute and incompetent behavior of those who commission such a campaign. If they do not dare to say something under the surname, no one forces them to remain in their positions.
– CEOs of energy companies should go out and say what they have done in the last six years to prevent energy prices from looking like they do today – assesses the manager.
Forum Energii, in response to the campaign, prepared an extensive report in which it emphasizes that the electricity bill consists of a number of different items. More than half is the cost of electricity. This, as a rule, is mainly due to the cost of fuel and the cost of emissions.
“Another item, accounting for a third of the bill, is distribution fees – mainly for using the network. The bill also includes other fees resulting from supporting investments, e.g. cogeneration fee (0.5%) or RES (0.1%), or from old liabilities – the so-called transitional fee. The new price component is the power fee, paid to power plants for being in the system. It is over 6 percent. An important item is the tax burden – VAT, which in previous years was 23%, and the excise duty in the amount of PLN 5 / MWh. As part of the so-called On the inflation shield, the government abolished the excise duty, and lowered VAT to 5 percent, writes Forum Energii.
Experts’ calculations show that the averaged cost of CO2 is approx. 23 percent. the total price of electricity in the G11 tariff (red. – for households).
