The Senate deleted the provision on compensation for envelope elections

The Senate voted on Thursday evening in favor of an amendment to the law on health protection in connection with the COVID-19 epidemic and after it ceased, deleting the provision on compensation for entities that implemented the prime minister’s order related to holding presidential elections by correspondence.

On Thursday evening, senators voted several dozen amendments to the law on health protection in the epidemic and after it ceased. Among the adopted amendments is the deletion of the provision providing for the granting of a one-off compensation to entities that, in connection with counteracting COVID-19, implemented the Prime Minister’s order related directly to holding presidential elections by correspondence.

The opposition claimed that in this way the rulers wanted to cover the expenses (about PLN 70 million) from taxpayers’ money, which, among others, Poczta Polska incurred in connection with the elections on May 10, which did not take place.

Deputy Minister of Health Janusz Cieszyński said during the work in the Senate committee that the amount of compensation will be carefully estimated by experts from the Office of Electronic Communications. In this case, the opinion of the General Prosecutor’s Office of the Republic of Poland will also be required.

– And only when it is clarified, established and there are no more doubts, these expenses will be covered from the funds of the National Electoral Office, i.e. the institution that has always financed all costs related to elections – he stressed. The provision stipulates, inter alia, that the compensation does not cover reasonable costs incurred when they were incurred for the purchase of fixed assets, equipment or other expenses that may be used in the current operations of the entity.

The Senate proposes amendments

The law, to which the Senate submitted amendments in Thursday’s vote, changes selected provisions contained in 16 health regulations, among others, on the professions of a doctor and dentist, nurse and midwife, physiotherapist, laboratory diagnostics, drug prevention, information system in health care, health care services financed by from public funds and on specific support instruments in relation to the spread of SARS-CoV-2 virus.

The regulation introduces, inter alia, the possibility of remote specialization exams in selected medical professions and clarifies the provisions related to the computerization of health care. 90 senators voted for the vote, three were against and one abstained.
