According to our information, the scientific Council does not oppose the holding of the second round of municipal elections at the end of June but makes strict recommendations on the sanitary rules to be observed during the campaign period and on polling day. The government has considered the date of June 28.

In its opinion sent to the authorities Monday at 10 p.m., the Scientific Council divided the question of the second round of the municipal elections into two. He first considers the campaign period, the most delicate. Digital tools – whether video conferences, social networks – are recommended because gatherings will not be possible. Wearing a mask is also recommended for candidates in public spaces.
The report then turns to the organization of the poll itself. Those at risk (including the elderly) must not hold the polling stations or participate in the counting. Time slots may be set up to allow people at risk to vote if they cannot or do not want to do so by proxy. If the ballot takes place in a school, it must be disinfected before the children return. However, the Scientific Council underlines:
“It is still too early to assess the level of circulation of SARS COV-2 during the month of June 2020. The first estimates will probably not be available in a few weeks. This assessment could then motivate, according to its results, a new interruption of the electoral process “.
Macron to consult mayors
The Scientific Council can only make recommendations. It is therefore up to the government to decide last. “It is up to the public authorities to decide on the dates and methods for holding the second round of municipal elections, at the latest at the end of June 2020”, notes the document.
The videoconference which will put the President of the Republic and the mayors in contact this Tuesday at 4 p.m. will be one of the determining factors in the decision-making of the executive.
