The return of Donbass to Ukraine is possible subject to the Minsk agreements

According to him, Ukraine is trying to change the sequence of implementation of the provisions of the Package of Measures, putting in the first place gaining control over the entire Russian-Ukrainian border with the subsequent holding of local elections in Donbass.

“To find a way out of the impasse, the authorities in Kiev must decide whether they want the return of Donbass to the Ukrainian state. If so, then there is only one way to this goal – a clear and consistent implementation of the Package of Measures“, – he said.
