News is coming for the replacement canteen service of the Province, which, as is known, allows the employees of the administration to have lunch in the establishments affiliated with the administration. After numerous tenders and the firm “no” to the signing of the agreement by the exhibitors due to the too many charges and commissions charged to them, the Province must take the field in first person.
As established by a decision taken yesterday by the junta on the proposal of its president, starting from 1 January 2021, or at the expiry of the previous contract, the service will be managed by Trentino Sviluppo spa. The possibility is foreseen by the provincial personnel law; considering that the last call for tender did not lead to the award, the administration has decided to entrust the direct management of the service to an in-house company, which has already produced the related feasibility project.
For the interface with the provincial information system and the optimization of procedures, Trentino Sviluppo will use the company Trentino Digitale SpA as the supplier for the technological solution necessary for the provision of the canteen replacement service.
The new method will have to allow a more efficient and economically self-sufficient management of the canteen service, due to the accounting and fiscal mechanisms that determine the taxable amount for operators and customers. In particular, greater sustainability of costs is expected for merchants, who will be able to operate in the absence of commissions, as well as a better service rendered to staff, who will have the full value of the meal voucher (previously discounted from the exercise at the time of its use) . Benefits are also expected from a stronger enhancement of the “short chain”, or rather from the intensive use of local products. Finally, the formalities necessary for the start of a new tender procedure will be lacking.
The service is aimed not only at provincial employees, but also at entities of the Trentino provincial public system that will regulate relations with the company through specific agreements.
Unlike in the past, the tool for using the alternative canteen service consists of an application for smartphones instead of the electronic badge.

From the economic categories, Confcommercio and Confesercenti, comes the applause for the resolution adopted yesterday by the Province and the satisfaction for having actively contributed to achieving this result “.
“The game of provincial meal vouchers – commented Marco Fontanari and Massimiliano Peterlana, presidents respectively of the Trentino restaurateurs association, member of Confcommercio Trentino, and of Fiepet, member of Confesercenti del Trentino – is as delicate as it is important, since it involves a large number both of workers and merchants. Its impact on the economic sector of public establishments and catering is not secondary. The decision of the provincial government, with which we have had numerous meetings, is certainly positive. We are satisfied both with the result but also with the path we have taken to get here, to an outcome that allows merchants not to work at a loss, to workers to use the voucher in its entirety, to the territorial system to obtain the right promotion and enhancement and, last but not least, to our province to stand out also for the technological and innovative aspect envisaged by the new system ».
THE UIL: AS ALWAYS THEY DO NOT EVEN WARN – Meal vouchers: does the council change without informing anyone? For Uil «they are contractual resources, we must be informed!».
The UIL trade unionists write: «We learn from today’s newspapers that the provincial government intends to manage meal vouchers for its employees” in house “, to make the service more efficient.
We are in favor of the spending review – the trade unionists declare – but it seems that the efficiency of the public administration must be done only with contractual resources ».
In fact, the rift between the UIL and the Giunta is still alive, linked to the cut of resources for the renewal of public employment contracts, and, again, we learn that resources and welfare destined for these workers will not even be subject to information technology trade union.
The meal voucher was one of the topics included in the January protocol which provided for its revision by virtue of the national legal changes referring to the consumption of food and drinks by employees (public and private).
“It is also surprising – says Uil – that the trade associations of operators are in favor of an intervention of which the employees still know nothing, unless some advantage has already been agreed for them, rather than for public employees, who must eat a meal away from home because they are commuters. On the other hand, the change in working hours a few months ago, sanctioned by the judge, had clearly been deliberated “after hearing the categories of merchants”, rather than those entitled to a canteen voucher.
We ask to be immediately summoned to apply the January protocol and the arguments contained therein: it is necessary to restore the contractual resources to give answers to all the personnel of the public service ».
