The new administration building is to be financed by loans

The planned new construction of the administration building for the Marktbreit administrative community is casting its first shadows: in the VG budget for 2022, a loan of 250,000 euros is planned, which will be used for planning costs for the new building. The 2022 budget was unanimously approved by the community assembly on Thursday evening.

Overall, the budget has a volume of around 2.65 million euros, with the administrative budget accounting for 2.2 million euros and the asset budget for 441,000 euros. Since both the administration budget and the property budget are lower than in the previous year, the total budget is also reduced by around 127,000 euros.

In his preliminary budget report, treasurer Wolfgang Schmer found the reason for this to be lower personnel costs, which fell by 35,400 euros to around 1.8 million euros. There is also a decrease in administrative and operating expenses by 26,300 euros.

In addition to withdrawing EUR 51,000 from reserves, the asset budget is financed by borrowing EUR 250,000. These are primarily intended for planning costs for the new administration building. A software license, which is estimated at 127,000 euros, is a larger item in the wealth budget, but is also subsidized with 120,000 euros.

Of course, the new administration building plays a decisive role for the member communities, as they have to finance it completely themselves. However, according to the preliminary report, the costs for the new administration building are to be financed entirely by borrowing from the budget of the administrative community. This then burdens the municipalities “only” with interest and repayment. However, the community assembly is also leaving this open: Parts of the new building could be financed through an investment levy and would thus affect the municipal budgets directly. A special repayment in the coming years is also not excluded. The debt will increase to around 6.5 million euros in the coming years.

Overall, the levy for the member municipalities is currently 170.50 euros per inhabitant. However, this will not remain the case; it is expected to increase to up to 215 euros by 2025, according to the treasurer’s forecast. To finance the administrative community, the city of Marktbreit will have to pay 745,000 euros in 2022, with Marktsteft accounting for 340,000 euros, Martinsheim 177,000 euros, Obernbreit 294,000 euros, Segnitz 140,000 euros and Seinsheim 185,000 euros.
