Ukraine is against holding elections in Donbass without border control with the Russian Federation

Ukraine again made changes to the proposals on the so-called clusters of the implementation of the Minsk agreements.

Ukraine has offered the participants of the Normandy Four its version of clusters for the implementation of the Minsk agreements, writes Kommersant Wednesday, May 19th.

It is noted that these proposals differ from the European version of the clusters and contradict the Minsk agreements.

According to the newspaper, they propose to restore control over the border before the elections in Donbass, and instead of the “people’s militia” to create patrols coordinated with the Ukrainian authorities.

According to the proposals, the “people’s militia” should be created by local councils, which Kiev wants to elect under the conditions of restored control over the border with Russia, which is now not under control, which, in fact, means control over the current so-called “DPR” and “LPR”.

Another problematic point is the issue of constitutional reform, which should consolidate decentralization “taking into account the peculiarities of CADLO, agreed with the representatives of these regions.”

The refusal to coordinate the constitutional reform with CADLO, as required by Russia, is explained in Ukraine by the fact that the “package of measures …” refers to the need to coordinate with CADLO not the reform itself, but only the features of these regions. This, together with the demand of the Ukrainian side to approve the future “road map” for the settlement of the conflict exclusively in the “Normandy format”, and not in the contact group (as Moscow wants), is a continuation of Kiev’s line that Russia, and not Donbass, is party to the conflict.
