required pressure

Comment Libyan political analyst Sultan Al-Baroni "The success of any attempt to hold elections requires pressure on the House of Representatives and the state to resolve their differences before the crisis escalates into military conflict.".

Baroni deduced it "Many parties have already announced dozens of initiatives, and conferences have been held in several countries, but so far no one has arrived at a definitive solution".

The speaker described the conditions in Libya as: "enter the danger stage"After a whole party had passed since the elections set for December 24, 2021 were not held, due to strong political differences.

According to the results of Geneva and previous dialogue conferences, the House of Representatives and the Council of State are the only ones able to build a constitutional basis for elections.

The origin of the crisis

• Disagreements between the House of Representatives and the Superior Council of State, which has consultative status on electoral law, and conditions for candidates, led to the failure to formulate the constitutional norm, which stopped the wheel of elections, which almost reached their last stage in December 2021.

• The national unity government led by Abdul Hamid al-Dabaiba has insisted on continuing to govern until new elections are held, despite the end of its mandate after parliament mandated a government led by Fathi Bashagha.

• Armed groups loyal to al-Dabaiba’s government prevented designated government officials from entering Tripoli to perform their duties, forcing Bashagha to lead the government from Sirte.

• This brought into existence "Crisis of two governments"which caused the dispersion of opinions and decisions, and the aggravation of differences on the terms of the elections.

• This resulted in armed clashes between factions loyal to the two governments that claimed dozens of lives, amid fears of the collapse of the ceasefire concluded in 2020.
