The Istanbul 2022 draft agreement can become the basis for negotiations with Ukraine

The draft document can become “the basis for starting negotiations”, Peskov said.

At the same time, he pointed out that the “new realities” will have to be taken into account in potential future negotiations.

In the document, which was discussed in 2022 in Istanbul a few weeks after Russia’s February 24 full-scale invasion of Ukraine, according to media reports, there was a condition that Ukraine maintains neutrality, as well as restrictions on the size of Ukraine’s armed forces.

No agreement was reached and the talks broke down.

The “Novaya Gazeta Evropa” website, citing its source, reported on Thursday that Turkey has offered Ukrainian President Volodymyr Zelensky and the Russian dictator a new peace treaty draft.

The project is being promoted through Turkish President Recep Tayyip Erdogan, and it is said to be an initiative of Turkey.

The project is based on the documents of the first Istanbul negotiations, and part of the wording of May 2022 is included in the new text.

Among other things, the project envisages the freezing of the war according to the existing front line, the non-aligned status of Ukraine until 2040, as well as referendums in Ukraine in 2040, as well as referendums controlled by the international community in the territories annexed by Russia.
