The Government’s Opening About Access to NIK Will Pay One Thousand Rupiahs

Institutions that use NIK data will be subject to IDR 1,000 fee per NIK access. The Ministry of Home Affairs (Kemendagri) explained that the application of non-tax state revenue (PNBP) was intended to be used to improve the Ministry of Home Affairs’ Dukcapil server system which was decades old.

The Director General of Dukcapil at the Ministry of Home Affairs, Zudan Arif Fakrulloh, said that the implementation of PNBP in governance in Indonesia has been going on for a long time. For example, non-tax state income imposed by the government for making a driving license, extending vehicle registration, license plates for motor vehicles, making passports, land certificates, requesting data from BPS, managing PT, placing notaries, education and training for employees, and other needs. Zudan said there are thousands of types of PNBP in Indonesia.

Specifically for Dukcapil, said Zudan, one of the considerations for applying the NIK tariff or services for accessing population data and documents is to keep the Dukcapil system alive.

“In addition, to improve service quality and data accuracy. This is because the service burden is increasing. The population and the number of user institutions that used to be only 30 are now 5,010 institutions that have collaborated, but the APBN budget continues to fall,” said Zudan in his statement, Sunday. (17/4/2022).

Applied to Institution-Industrial Profit Oriented

Zudan explained that the institution that will be charged with the NIK 1,000 access tariff is a profit-oriented private sector institution such as banking. However, public service institutions such as BPJS Kesehatan, will not be charged an access fee NIK.

He added that access was not granted to individuals.

“Examples are banking institutions, insurance, capital markets, securities. For ministries/government institutions, local governments, and public service institutions, such as BPJS Kesehatan, RSUD, everything is still free. And no access rights are given to individuals. This access right is only for legal entity,” said Zudan.

Regarding the regulation, the Minister of Home Affairs, Tito Karnavian, is said to have approved and initialed the draft of the PNBP RPP.
