He said recommendations sent to members by the European Council, allowing the Commission to start formal discussions on the new relationship, are within the framework of the European Council’s pre-determined guidelines.

The recommendations include economic, financial, legal affairs, foreign affairs and defense including security. During the transition period after the separation of the UK and Europe, European law will remain in force until 31 December.
