The Controversy Surrounding the Dismissal of the Deputy Minister of Internal Affairs

“I categorically do not find the dismissal of the Deputy Minister of Internal Affairs Stoyan Temelakiev to be justified. Article 33 of the Law on the Ministry of Internal Affairs says what the minister and his cabinet, respectively the deputy ministers, do. The Ministry of Internal Affairs is headed by a minister who carries out the state policy on crime prevention and counteraction through policy development. Article 36 concerns the Chief Commissioner, who plans, organizes and controls the main activities of the Ministry of Internal Affairs and is responsible for their implementation. This is the figure who should be responsible for the disturbances during the football protest in Sofia.” This was stated by criminalist Ivan Savov in the “NOVA Interview”.

According to him, as long as this law is constitutionally spelled out and passed, that is the only important thing. “A deputy minister, no matter who he is, what does he have to do with “planning, organizing and controlling the main activities of the Ministry of Internal Affairs and being responsible for their implementation”, asked Savov.

He stated that he saw a failure in the work of the chief executive and the chief secretary on the evening of November 16. And as the reason for this, he pointed to the poor communication, respectively the poor timely synchronization of what should happen from a security point of view with the Metropolitan Municipality, from which the official permission for the protest must come.

“However, I do not think that the security measure was a failure, because in the end the raging violence was controlled and this pogrom in the center of Sofia was stopped. Trust me, much worse things could have happened. But if there is anything that can be counted as a mistake, it is firstly the lack of coordination, which is entirely related to the professional management and secondly – the not well-trained and cohesive individual units that organized the security and some of which exceeded your rights”, said Savov. If the Minister of the Interior had been there, nothing different would have happened, the forensic expert believes.
