The mayor of the town, Carlos Fraile, announced the municipal intention to acquire the cloister and the orchard of the convent of San Francisco for an amount of 387,500 euros plus taxes in order to be able to build the long-awaited auditorium on the site for the municipality, in addition to taking advantage of the space to build rehearsal rooms and a space for exhibitions.
A project that will not come true in this legislature
The mayor of Cuéllar, Carlos Fraile, was realistic in pointing out that the project of the new auditorium in San Francisco will not be seen in this legislature, which is located in Ecuador, although in his opinion, the responsibility of the current government team is to marking the path “of what Cuéllar has to be in the future.”
For this reason, he emphasized that the positive aspect of the acquisition of the plots is that the City Council and the town of Cuéllar own the land in the center of the municipality. Now is the time to take the first steps, which will surely last for several months. In the first place the approval by the Plenary of the budget allocation, and then having to expose the agreement to the public, with the consequent deadlines.
Subsequently, the City Council, to follow the legal channels, will have to carry out a tender in which it will indicate the search for a plot of certain characteristics, and then carry out the formal adjudication, definitive adjudication and go through the notary’s office and the registry. It is expected that by the end of the year the plot can be definitively incorporated and already deeded to the property of the City Council.
Subsequently, a second tender will have to be carried out for the drafting of the project and the definition of the uses and spaces, which is expected to take place during the year 2022. And later the City Council will depend on the support of other administrations to provide a game budgetary construction. It is about “making a determined bet because in Cuéllar, once and for all, there is an auditorium and a decent cultural space, which we do not have at the moment.”
Fraile announced that the garden space can be used for many issues, which will optimize municipal resources, and that his idea is that the stalls are located in the San Francisco nave and the adjoining rooms in the cloister.

It motivated the suitability of acquiring this plot, in the first place as this 2021 «is the year to do it», since the Government allows spending the money of the remaining treasury, which is “the money of the Cuellaranos” and that it will be used “for the benefit of the Cuellaranos”, because “it is useless to have it in the banks”, even pointing to difficulties in “placing the money and not charging us interest.”
On the other hand The plot stood out for its location, its heritage and historical value, in addition to the different possibilities it offers, pointing out that the government team understood that it had to be “from all Cuellarans.” It is a space of 4,717 square meters divided into two cadastral estates, the first one that is the cloister of the old convent, converted in its day into a chicory factory, and that has 2,029 square meters and adjoins the church of San Francisco, of municipal property; and a second of 2,688 square meters that corresponds to the old orchard and that reaches Calvario street.
It is therefore a space that offers multiple options, «and the first stone and the first starting point is that the City Council of Cuéllar and all the residents of Cuéllar own this plot in what is the lung of Cuéllar, in full center “, highlighted the mayor, pointing out that the idea is to build a multipurpose auditorium, with adjoining rehearsal rooms, a living area “in what would be to return to the original state of the cloister, in its courtyard; and in the orchard area there is also space to make an important multipurpose exhibition space ».
The mayor also recalled that there have been many corporations that have tried to acquire these lands and that the first phase was the purchase, and after it, a step that is being taken, a project must be carried out or a functional plan must be implemented that defines the uses of the space.
For this, the City Council will not be able to be alone, as Friar pointed out and how it has already been shown on multiple occasions. «Of course we have to go hand in hand with other administrations », with a view to the construction of that auditorium, and more taking into account that the City Council will now make a disbursement of more than 380,000 euros plus the applicable taxes, which is “a very important effort.”
Negotiation
The mayor wanted congratulate the commission formed by different agents of the town in order to advance in the construction of the auditorium, emphasizing the work of the political members of his team in the same, the Councilor for Culture and Social Affairs, thanking them for their participation in the commission and in the meetings held to know and probe the needs of the cultural fabric of Cuéllar.
He also announced that the negotiations for the acquisition of the plot have been carried out directly from the mayor’s office together with the deputy mayor, Tomás Marcos, and the urban planning councilor, Joel Velasco, pointing out that This purchase “allows us to bet on culture, revitalize the heritage of all Cuellaranos” and recalling that his team has defended that when locating a space of this type “in a town like Cuéllar, a new building would make little sense”, due to the historical value and the rich heritage that it has and that could be recovered for this purpose.
Friar announced with satisfaction the agreement established between the City Council and the property of the cloister and the garden, after announcing that a budget modification will be approved for this purpose in the ordinary plenary session to be held tomorrow to be able to take advantage of the remaining treasury for this purpose, pointing out that this year entities can use it thanks to the abolition of fiscal rules such as stability budget and spending rule. An item of buildings and other constructions worth 590,000 euros will be consigned.
In the absence of defining the taxes payable for the acquisition of the plots, Friar pointed out that there will still be some balance left in that game, so not everything will be spentHowever, it is about not having to make changes every month and “leave a remnant in case we have to use it throughout the year.”
