At least that’s how Left City Councilor Steffen Wehmann sees it, who, together with Falk Dossin (CDU), Tobias Peter (Greens) and Anja Feichtinger, made an application to include this construction project, which is important for Schönefeld, in the double budget for 2021/2022 after it was here It was very similar to the after-school care center of the 60th school: the city council repeatedly decided to develop new plans for this complex measure, which is not so important because of Gorkistraße itself, but because of the renovation of the stops that have been announced for years, which are to be barrier-free and more efficient and should also finally improve the connection between schools.”The complex measure Gorkistraße / Löbauer Straße will be implemented in accordance with the resolution of the city council of November 19, 2019 (DS 7929)”, was the request, which the administration had referred back to the proceedings. Which, of course, needs to be explained when such a road construction measure has been resolved over and over again for seven years and is not implemented. Sometimes you had forgotten to help plan the work of the waterworks and municipal utilities, sometimes you had decided, but the money in the next double budget was not set.
It is logical that the four city councilors were not simply satisfied that the project was disappearing somewhere in the process.
They had applied for: “Construction will start on July 1st, 2022, and completion by the end of 2023. The corresponding financial resources will be included in the budget 2021/2022 ff.”
What they had written in the explanation, Steffen Wehmann brought forward on Wednesday, March 31, then a little more satirically pointed. The reasoning stated: “In 2014, this measure was requested for the 2015 budget (A 52/15 – HP 02675) – albeit on a smaller scale – and decided as follows.
It says in the minutes of the corresponding meeting: The applicants agreed with the administration to carry out the complex measure with the LVB in 2017 ‘(see verbatim minutes of the meeting of the city council on March 18, 2015). With the appropriate funds, this was included in the budget for 2017 ff. Two years later in accordance with the city council resolution. In a report dated November 3, 2017, we were informed that ‘an implementation of the project in 2017’ would not be possible because the ‘plan approval procedure’ and ‘public participation’ were envisaged by the expansion. ‘A start of the measure is now planned for the end of 2019 at the earliest’ (see also inquiry F-5126 of July 13, 2017). In the 2019/2020 double budget, this measure was also missing again. This was reflected in the medium-term planning for 2021. According to the corresponding minutes note on the 2019/2020 budget and through an amendment to DS 7929 in November 2019 by City Councilors Wehmann, Dr. Peter and Dossin the start of construction was set for July 1st, 2022 and completion for the end of 2023. “
Was that the final now? Not quite yet.
“Now it can be stated again that the measure was only planned in the medium term for the years 2023 to 2025 (see preliminary report, Volume I, p. 81, total funding requirements for the city of Leipzig: EUR 7.455 million) and not the above city council resolution within the specified timeframe should be implemented. Basically today – as in 2018 – the question arises: How does the administration deal with city council resolutions?
An urgent rethinking is now even more in demand. We therefore demand the start of the measure in 2022 so that the request of the applicants for more road safety, among others for the pupils of three schools, can be implemented. However, it is also no less important that the costs for the project by maintaining the time frame for decisions are not further eluded the plan. The project corresponds to the goals of the INSEK of the city of Leipzig and the 2023 work program of the OBM. “
And what did the building mayor say? He remained calm, because he is not to blame for the failures of previous years. And it is not just the administration that has all the strings in hand, as Mayor Thomas Dienberg emphasized. In the case of complex measures that also affect the LVB systems, the state directorate needs the green light for the plan approval procedure. Dienberg: “Seen in this way, we are not in control of the process.”
But he expects the construction and financing plan to be available at the end of the second quarter of 2021 and to be presented to the city council for a resolution. 500,000 euros have already been made available for the planning, so Dienberg is definitely expecting construction to start on Gorkistaße in 2023. But efforts are being made to bring the start of construction – as decided in 2019 – forward to 2022 so that the construction project can be completed in 2023.
Wehmann had it confirmed once again that the building decision will be taken by the city council before the summer holidays. The application did not have to be resolved separately, because apparently the project has finally gotten rolling and after eight years the complex measure on Gorkistraße will finally be implemented.
