The Chinese won the tender for the construction of the A2 motorway for half a billion zlotys

The offer of the Chinese company Stecol was selected as the most advantageous in the tender for the design and construction of the last section of the A2 Mińsk Mazowiecki – Siedlce motorway.

  • It is a 13 km long section between the Groszki and Gręzów junctions. The company from China offered the lowest price – over PLN 530.8 million.
  • According to Małgorzata Tarnowska, spokeswoman for the Warsaw branch of the General Directorate for National Roads and Motorways, the contractor’s task will be to prepare a construction design, obtain the necessary decisions, and then build around 13 km of the A2 motorway along the new route.
  • It is to be a dual carriageway road with two lanes and a reserve for future construction of a third lane. There will also be roads parallel to servicing the adjacent area, as well as environmental protection and road safety devices.

At the end of September 2019, GDDKiA announced a tender, and in December of the same year, offers were opened. The lowest one was submitted by a company from China – Stecol Corporation. However – as the spokeswoman explained – this contractor was excluded from the procedure because – according to GDDKiA – there was no certainty that the company would properly perform the task.

Stecol appealed against this decision to the National Appeals Chamber. KIO ordered GDDKiA to restore the offer. After the re-examination and sending the contractor’s explanations, it was found that he met the conditions of the procedure.

“The last judgment of the National Appeals Chamber ordered GDDKiA to restore the rejected offer of Stecol Corporation and re-evaluate the offers. As a result, the most advantageous offer – Stecol Corporation – was selected,” Tarnowska said.

She added that in the absence of appeals, after positive completion of the inspection by the President of the Public Procurement Office and after the contractor submits a guarantee of proper performance of the contract, GDDKiA will immediately sign a contract with Stecol.

In August 2020, over 15 km of A2 between the Lubelska junction and the Mińsk Mazowiecki bypass was commissioned. In spring this year, contracts were concluded for two further sections of the motorway between the Kałuszyn and Groszki junctions as well as Gręzów and Siedlce Zachód. The expected completion date is autumn 2023.

In November, GDDKiA announced four tenders for the execution of projects and construction of the next stages of A2 from the Siedlce bypass to Biała Podlaska: from the Siedlce Zachód junction (Swoboda) to the town of Malinowiec, from the Łukowisko junction to the town of Swory, from the town of Swory) to the junction Biała Podlaska (Cicibór), from the town of Malinowiec to the Łukowisko junction.

Preparations are also underway for the implementation of the last stage of the A2 motorway from Biała Podlaska to the border with Belarus. For the approximately 32-kilometer section, the program concept is being accepted. “After obtaining financing, we will immediately start further work related to the implementation of the task” – announced Tarnowska.

Let us remind you that recently Stecol, the general contractor of the second section of S14 – the western bypass of Łódź, informed that he had started laying the first fragments of asphalt on the route.

The value of the contract carried out by the Chinese company is PLN 724 million gross. The contract was signed in August 2019.

– We are aware that this is the first Chinese road investment that has been under construction in Poland for a long time, so everyone is interested in the progress of work – commented Wojciech Karmasz, deputy director of Stecol Corporation Europe.
